In our country, the issue of occupation choice and employment of college graduates is acomplicated one which changes and develops constantly with the economic and politicaldevelopment of the society, the cultural change, the reform of higher education, the change ofemployment situation. Meanwhile, it is also the heated matter which people widely concern.With the lasting of social trans-conformation and the end of the age of material shortage, ourmarket economy occupies the leading position gradually in the allocation of human resource.Confronting the increasingly severe employment situation, to solve the employment problemsfor college students becomes a tough and crucial task, which will bring rather profoundimpact on economic and social development.Currently there exist following problems for the college graduates’ employment in ourcountry: the number of graduates in higher education is huge resulting in balance failure ofsupplying and seeking; disproportion of employment structure of college graduates;incomplete employment market. Employment is invariably one of the important social issueswhich every country pay close attention to. The employment of a country has something withnot only whether the nation’s economy can grow continuously and quickly or not, butwhether its own harmony can be sustained or not. What’s more, it also has something withtalent security matter for the country in the international competition. Historical experiencehas confirmed that, to make reasonable allocation of higher education resource come true, tocoordinate requirement and supplying of the market effectively, it is impossible to merelycount on market—an invisible hand. Because the market may be out of order, it is essential todepend on the government—a visible hand—to effectively equip with higher educationresource. Organic combination of government’s macroscopic regulation and autonomicregulation of the market is the fundamental insurance which makes the higher educationemployment market run normally in the nations whose market economy is advanced. Atpresent a new concept called “new public service” is one which is raised for the government.The so-called “new public service” refers to a set of concepts on what role publicadministration plays in the governing system which treats citizens as the center. It wasintroduced by Denhart couple, American scholars of public administration, based on reverse thinking for “new public administration” theory. It was a entirely new “new public service”theory aiming directly at critics for the theory defects of “enterpriser government”. Publicservice theory advocates that the functional authority of the government is service, absolutelynot steering; public benefit is target, not side-product; having strategy nature on thought;having democracy for public service in action, not for customers. It stresses shift ofgoverning role for the government—service not steering. The government needs service spiritto upgrade dignity and values of public service. It advocates the service of the governmentshould surround immediate interests of the public, facing the public, paying more attention todemocracy value and public benefit. Ever since the financial crisis, the employment difficultyof college graduates has consistently been social concern. To solve and control the problem ofdifficult employment of college graduates, more aspects need to be considered.The article is composed of three parts: introduction, text and conclusion, according toorganizing structure and content to be interpreted.The Introduction part shows a brief introduction of chosen topic significance of thearticle, the present situation of study and research at home and abroad, study and researchfocus, methods.The text is divided into three parts:The first part is mainly about a summary of employment situation of college graduates atthe present stage by investigating the employment condition of graduates in CangzhouMedical College. In the process of questionnaire investigation, cut-in point was basicallycontra-aperture rate of graduates’ major, employment direction of the graduates and theemployment quality of the graduates. Then followed macroscopic analysis of collegegraduates’ employment current situation in our country. The result reflected is that largequantity, balance failure of structure, abnormal and incomplete employment mechanism.The second part is about the analysis of the government and functional authority in thework of employment of college graduates. It explains related theory of service stylegovernment in the current employment situation of college graduates, in which government’sfunctional authority requests were refined to promote the employment of college graduates.The existed issues in the work to promote the employment of college graduates wereconcluded in four aspects: legal insurance, government macroscopic regulation, human resource allocation, service system for the employment of college graduates.The third part is about the suggestions for consummating government functional authorityin the employment of college graduates. They are interpreted in the following four angles:Firstly, to set up legal insurance system for the employment of college graduates, to work outrelated employment promotion laws of graduates higher institution, specialanti-discrimination employment laws, unemployment security legislation for collegegraduates, as well as administration laws and regulations. Secondly, to adjust and improveeconomic structure, to boost the employment quality, which needs reinforcing macroscopicregulation and policy guide, deep reform of educational system and other related systemreforms, to perfect and regulate employment market of college graduates, to further broadensocial employment channel. Thirdly, to accelerate personnel system reform in our country, toachieve reasonable allocation of human resource, to resort to the guide of the government tobroaden employment channel, to consummate employment service increasingly, to perfectrecruiting system, to renew employment concepts. Finally, to accelerate work force marketconstruction, to consummate employment service system, in practice, that is, to buildinformation service network platform, to get through employment channel, to strengthenvocational training for college students, to improve their employment capability, to widenpreferential policy, to encourage college graduates to start their own careers.The conclusion part is brief discussion of current employment situation of collegegraduates, in addition, summarizing measures mentioned in this article.
