A Study On The Government Responsibility In Promoting The Employment Of Higher Vocational Graduates

With the deepening reform of the education system and the expansion of enrollment in colleges and universities year after year,the employment situation of college graduates with higher vocational education is becoming more and more serious,and the employment difficulty of college students has gradually become a social problem related to the national economy and people’s livelihood.As a public service department,the government should actively promote the policy of promoting the employment of college students,effectively alleviate the problem of employment difficulties of college students,to a certain extent,is conducive to promoting the construction of a harmonious socialist society.In recent years,education has been paid more and more attention by all walks of life,and higher vocational colleges have also made adjustments in enrollment.More and more people have entered higher vocational colleges,and the graduates of higher vocational colleges have shown explosion.The problem of employment difficulty for graduates of higher vocational colleges has become a new thorny problem due to the growth of more people and fewer posts.The government has actively formulated a series of targeted policies for the above issues.For example,the policy of village officials actively encourages graduates of higher vocational colleges to move to the grass-roots level,act as rural village officials,encourage entrepreneurship policies,and the government has provided financial and technical support for graduates of higher vocational colleges to carry out entrepreneurial activities.And vigorously build an entrepreneurial base,for higher vocational college graduates to start a business to provide a good development platform.To some extent,these policies have improved the employment difficulties of graduates,but they have not been fundamentally solved.In this regard,The government should better perform its own functions and concentrate its efforts on formulating more effective measures to solve the employment problem of higher vocational graduates.Compared with the general undergraduate graduates,the graduates of higher vocational colleges lack the ability of autonomous learning,and their own qualifications are difficult to match the expected value of work,and the job satisfaction is low.However,a large number of enterprises need highly skilled talents,and the contradiction between supply and demand is becoming more and more prominent.The local government should give full play to its functions,formulate the corresponding employment policy according to the actual situation of higher vocational college graduates,and effectively improve the employment rate of higher vocational college graduates.Based on the literature method and interview method,this paper analyzes the employment status and characteristics of graduates from four vocational colleges in Shenyang,and finds out that Shenyang municipal government has the following problems in promoting the employment of higher vocational college graduates.That is,the employment quality of higher vocational college graduates is on the low side,the employment of higher vocational college graduates is difficult,the government employment policy has not been positively responded by the society and enterprises,and has not been implemented by higher vocational colleges,the main reason is lack of subjects.The reasonable employment service system of higher vocational college graduates,the weak government service and supervision of employment work in higher vocational colleges,and the lack of coordination between industrial development and talent supply by the government.In view of the above problems,some suggestions are put forward,such as carrying out positive employment policies,giving full play to the functions of government service and supervision,speeding up the adjustment of industrial structure,promoting the development of intermediary organizations,and continuously optimizing the government responsibility for employment of higher vocational graduates.
