Study In The Construction Of The Marine Department’s Public Service Capacity In Guangdong

With the development of the theory of global public management, public service concept as the core content of service-oriented government construction is adopted by the governments. Therefore, the construction of service-oriented government has become a necessary path for Chinese transformation, upgrading and comprehensively deepen reformation. After becoming one of the civil servants sequences, it is certain for the maritime institutions to responded actively to the requirements of the service-oriented government and raise their ability of public service. Guangdong maritime bureau sets 92 the marine departments in the important ports of the whole province and counties (cities), which are responsible for the supervising work of the water traffic safety. With the rapid development of the shipping economy in Guangdong, the safety supervising task of the grassroots marine departments in Guangdong is very heavy. At the same time, Guangdong grassroots marine departments have been facing the problems of insufficient public service consciousness, unsound public service mechanism, unbalanced facilities investment, underserved personnel structure and competencies and so on. Guangdong grassroots marine departments have already not adapt to the new situation of public service capacity requirements based on the current government reform situation, requirements of the superior departments and the new expectation of the public.This paper is based on the object of Guangdong grassroots marine departments, selecting the grassroots marine department in Huilai, Jieyang for case study. I use related theory of public management to conclude the main content and characteristic of the public service of Guangdong grassroots marine departments. By this way, I put forward the aim of the marine department’s public service at the grassroots level in Guangdong and found the basic problems of the departments, and then analysis the reason of the problem. Finally, by drawing lessons from the ideas of public service capacity building from the domestic and international maritime law enforcement agencies, I am able to propose the countermeasures of setting up maritime public service concept, establishing guarantee mechanism of public service, constructing an intelligent grassroots marine department in Guangdong, improving the ability of law enforcement of public service. It has model significance for promoting the transformation and upgrading of Guangdong grassroots marine department and also improving the public service capability.
