Research On Imbalances Between Governments Public Service Supply Capability And Public’s Demands

The construction of service government demonstrates that the community partyand government pay high attention to the importance of the citizen`s survive right anddevelopment right. The development of social and citizen consciousness need thegovernment to construct the public service in line accordance with the public`s demandsand desire. In recent years, the government`s basic public service system has been givenhigh priority, and the investment in public service provision has increased year by year,while citizen enjoy a better quality of public services. At the same time, we should alsosee that government`s investment in basic public service did not get the correspondingincrease in citizen`s satisfaction. There is still an imbalance between public servicesupply of government and the actual needs of the public. How to enhance thegovernment supply ability, the efficacy of supply and maximum of public service needthe government to get the information of public`s demands timely and accurately, andthen according to the standard of periods and importance level, to supply the service andadjust it timely. Nowadays, some problems inherent in the public service supply systemof government, such as irrevocable express channel, inefficiency responses, lessinteraction. There are several reasons for these: the influence of economic development,administrative institution, inter-government relations, model of service supply, and thelaw institution. This paper starting from the public`s demands, analyze the problem of government service supply capability with the explanation of theory of need and publicservice supply. Based on the case of Changchun, the relationship between public`sdemands and government public service supply capability in recent years is analyzed.The government should change the previous single top-down administrative philosophy,strengthen political participation of citizens in public service provision, and activelyimplement the "people-oriented" concept. It should also broaden approaches of publicexpression of their own interest to grasp the public’s real needs for government’s publicservices. When the public express their need, the government should response timelyand effectively in order to adjust the content and proportion of public service provisionto achieve the rational allocation of public service supply. In addition, the governmentshould strengthen the construction of e-government to protect the citizen to graspgovernment services information timely, and the respond should be given effectively.Itis also necessary to keep the flexibility of the government`s provision to adjust thesupply of public services, and to guarantee the most needed service of the public to besupplyed in the first place.
