A Case Study On The Grid Service Management Of The Innovative Social Govemance In Ziyang City

At present, with the profound changes of the social structure, its organization, norms and value concept, various social contradictions and interest demands continue to appear. Thus, a difficult problem is put in front of the government at all levels in our country, which is how to innovate social governance, reflect the demands of the masses, regulate social behavior, coordinate social relations, mediate the interests of the pattern, resolve social contradictions, solve social problems, enhance social vitality. In recent years, Beijing, Shanghai, Zhejiang, Hubei and other places have explored the grid management as the form of grass-roots social management mode, in order to solve various social problems.Based on the research of Ziyang city grid service management in Sichuan Province, this paper uses the method of document analysis and case analysis to review the domestic and international theoretical research and practice exploration on grid management. Using the grid management theory, government process reengineering theory, collaborative theory and performance management theory as the research tool, the paper analyzes the three key factors in the implementation of grid service management of Ziyang city: the government process reengineering, multi agent participation and comprehensive performance evaluation system.Ziyang city, with its 5000000 people and as a demonstration area of China’s WesternHilleconomic development, has representative and typical features of the hilly region and large population. At the same time, the grid service management in Ziyang has some innovation, and through the research, the paper draws three conclusions: first, the key element of grid service management is the establishment of government process reengineering mechanism; second, the core and essence of grid service management is multi-agent cooperative governance; third, the fundamental guarantee of grid service management is scientific and comprehensive performance evaluation system.The case study of the grid service management in Ziyang, not only has a positive effect on the local grass-roots social governance, but also provides a good reference for other areas to promote the grid management.
