Party Electoral System Construction Research

Party representative electoral system means that the system of party members to comply with their true wishes of the election process at all levels of the party representative from the normative restraints provisions. As an important component of the party election, party representative electoral system is the premise and logical basis for the Party Congress regime. Therefore, the systematic study party representative electoral system, is to enhance the party representative of the tenure system under conditions representative of competency inevitable choice, but also to protect the legitimate rights and interests of party members, improve the party’s electoral system, and promote the development of inner-party democracy and a necessary requirement.In this paper, the People’s Democratic Marxist theory as a guide, learn the theory of election-related content, using a combination of theoretical and practical method to analyze the concepts party representative electoral system, theoretical foundation, building history and experience, problems and reasons to regulate the flow of the party election is the way forward, focusing on the perfect party election laws and regulations, improve the correlation between pre-party representative electoral system, improve procedural party election system, improve the system of supervision party representative elections, sound related party representative election system and create a culture of six party elections, the electoral system to explore ways to strengthen the party representative building. This paper is divided into five chapters, the introduction, body and conclusion components.The first chapter, introduction, describes the background and significance of this, the scholars of past research results are summarized and evaluated, introduces the ideas and methods of this article.The second chapter, based on the concepts and theories related party representative electoral system were relatively accurate definition, a clear party, party representative elections, the electoral system and the relationship between party representative and party elections the party election, analyzed the Marx party elected representatives of the relevant theory.The third chapter, to modify the perspective of the party constitution, statute, important documents from the National Congress of the Communist Party of China on behalf of all previous decisions by Congress and successive elections to explore the historical development of the practice of party representative electoral system footprint, and from sort, summarize party representative relevant experience in the electoral system construction revelation.The fourth chapter analyzes the main problems and constraints exist in the party election system construction. However, due to historical, theoretical, institutional and other aspects of the current party representative electoral system there are still many problems in actual operation, such as:the party election process and normative aspects of the program needs to be strengthened; the credibility of the party election results needs to be improved, and so on.Chapter Five, for the party representative electoral system construction problems and constraints, propose appropriate solutions. First, improve laws and regulations of the party election, which is to strengthen the party representative electoral system construction premise; secondly, to comply with norms of the party election process, and gradually improve the pre-election party representative institutional, procedural system, monitoring system and related supporting system, which is to strengthen the focus and difficulty party representative electoral system construction; and finally, by vigorously to create a culture of party elections, eventually forming the party election in favor of the environment.
