The electoral system of the party’s congress representatives refers to the formallegal systemic arrangement which is of long-term stability and plays a specificationrole in the process of the party member choosing and determining the the party’srepresentatives at all levels according to their individual will. As the basic part of theinner-party electoral system, the electoral system is the legitimacy premise and thelogical starting point of the party congress system. Therefore, making systematicresearch on it not only meet the higher quality for the ability and the exercise ofpower and the performance of the representatives’ duties, but also have an importantpositive significance on improving the inner-party electoral system, safeguarddingand implementing the principal position of the party members, establishing theauthority and playing the role of the party congress.Since the reform and opening, the electoral system of the party’s congressrepresentatives has made significant progress, but objectively speaking, the currentsystem still has some shortage, and we may find it hard to adapt to the new situationof the democracy and the practice development. To crack this problem, firstly, thispaper carefully analyses the theoretical basis and the basic principles of the electoralsystem, and clear its value orientation from these three perspectives: the principalposition of the party members, the playing role of the party representatives and thestatus and function of the party; secondly, on the basis of investigating the historicalevolution of the electoral system since the reform and opening, this papersystematically combs the construction achievements of it, and delves into the realproblems of the current electoral system and its basic reason from the system level;finally, this paper argues that, to improve the authenticity and effectiveness of theelection of the party representatives, the scientific and standardized, perfectlysystematic, smoothly cohesive electoral system of the party’s congress representativesshould return to the essential connotation of "representative" and "election",andfollow the basic principles of democratic centralism, competitive, scientific andsystemic. So, the perfect framework of the electoral system should include the systemof the electoral district division and the structure size of the representatives, thesystem of nomination of the candidates, the system of the competitive multi-candidateelection of candidates, the election monitoring system and the exit system. |
