Since The Reform And Opening Up The History Of The Chinese Communist Party Electoral System Visits

The inner-Party electoral system of the Communist Party of China is the basic institution of the inner-party democracy. Party electoral system can perfect the effective integration of political resources within the system, and build a stable platform between the inner-party democracy and the people's democratic for the benign interaction. Viewing from the current political practice, reforming and improving the inner-Party electoral system has become an important system development approach and the"entry point". Especially since the reforming and opening of China, party organizations at different levels (Central Organizations of the Party, Local Organizations of the Party, and Primary Organizations of the Party) have made great achievements in the inner-Party electoral system. Many scholars and experts have analyzed and summarized on the party electoral system reform from various angles. However, the reform oft he inner-Party electoral system is conditioned by cognitive level, social political and economic conditions, the party power structure, such as multiple factors. Therefore, the research can not be confined to the history of a particular segment, and should start the process of evolution from the system and do its systematic historical research. In this research, the main line of evolution is the party election system reform since the reforming and opening of China, and emphasis on the meetings (mostly of the National Party Congress)which are caused major changes for the inner-Party electoral system. The evolution of the inner-Party electoral system is divided into three stages: Party electoral system during the recovery and development (December 1978~ 1987 in October); Steady reform within the party during the electoral system (October 1987 ~2002 in November); In-depth reform of the party during the electoral system (November 2002~ Present). And on this basis, this article is based on the detailed historical materials, sort out and analyze the various historical stages of major changes in party electoral system, the main characteristics and dynamics of the system reform, summarize the experience of enlightenment for the reform of the electoral system in the thirty years, and have to do the development trend of the basic value judgments for the further reform of the inner-Party electoral system. At the same time, through the analysis of the current four major problems encountered in the reform, I will draw on the future countermeasures on the basis of the history reform experience of three decades.
