| The report of 18th National Congress of the CPA notes that the reform of civil political structure must be carried out through innovating the mode of administration, improving the power of execution and credibility, and governmental performance administration. Performance administration of civil servants, as a part of rural administration reform, is a new mode of administration. The active effect of the new mode depends on governmental characteristic, surroundings and political system, and these factors would lead a series of drawbacks during the practice of performance administration. Therefore, the determining factors of performance administration should be studied, and at the same time, it is the important human administration subject, which would improve the reform of civil political structure.Based on questionnaire and individual interview, this study examines the factors that affect the implementing of performance administration. Firstly, the actual status of performance management is researched from the area of evaluation scope, content, standard and program, and some problems are found out, such as the disconnect between idea and culture, the disjunction of indicator and target, the disconnect between administration progress and supervision. Secondly, factors which influencing the effect of performance administration are summarized from the dimensions of organization culture, system security and administration process. The research shows that the rationality of evaluation indicator influences the objectivity of evaluation result, feedback of evaluation results makes a difference in management process, organization culture plays a key role in the support for performance management, and security system affects the effectiveness of performance management. At last, some suggestions regarding actual status and influential factors, are pointed out, focusing on three questions:Who is the examinee? What is the main idea of evaluation? How to evaluate?The innovations in the paper are research subject and quantitative approach. With civil servants as the subject of the research, actual status and problems of performance administration that tend to be executed ineffectively are analyzed, which broadens the research field of public administration. At the same time, by quantitative approach, comprehensive factor model of performance administration is summarized, and present indicators are improved and perfected, which enhance reliability of the research and authenticity of the conclusion. |
