With the accelerating urbanization, large-scale young rural labors move to cities, which appear the separation of parent-children and husband-wife, and also expedite a huge group of the elderly living alone. The relevant departments of the sampling survey found that, at present more than 100 million elderly populations live in the countryside, which are about 37% for the elderly living alone. Because of the unsound rural social security system, the local rural elderly living alone have a series of problems in the pension, mainly displays in:economic poverty, lack of care and the spirit of solitude, and life situation is not optimistic. To solve the problem of the group pension, pushing all the work to the government or family is unrealistic and unworkable. So how can form pension resultant force, and make up for the deficiency of the family and the government pension, and establish sound security system for the rural elderly living alone, the concept of "good governance" provides new view.The paper takes Mayu Town, Qingxu Country, Shanxi Province as the research object, by the perspective of good governance, adopting the method of empirical research, and carries on a thorough research to the rural elderly living alone pension problem.This paper is divided into four parts:The first part is the summary of theory, mainly introduces the background, connotation and characteristics of good governance, and analyses the value of good governance to solve the pension problems of elderly living alone.The second part sums up the status of rural elderly living alone pension, mainly introduces the basic situation and the pension problems of the research area.The third part analyses the cause of rural elderly living alone pension predicament based on good governance. Research finds that, the absence of governance system, governance subjects, governance fund and governance concept, is the main reason for pension problems of the rural elderly living alone.The fourth part is the countermeasures to rural elderly living alone pension problems from the perspective of good governance.The author point out that we need change the pension ideas, by perfect pension system, and make governance subjects clear, and widen channels of fund raising, and form the pension pattern of the government, families, communities and other social forces to participate, and create a good social environment for the rural elderly living alone.
