Research On Civic-oriented Evaluation Mechanism For The Organization Of County-level Cadres

The county-level cadres are in the first line of reform, development and stability.They play a very special role in the political power system and the leadership of the Party system in our country, shouldering the important mission of prospering regional economy,society and culture, as well as implementing the policies of our country and the Party to the grass-root level. How they function will directly affect the cornerstone for the Party’s governance. Stressing on top-down and internal evaluation, the current cadre evaluation mechanism can often not get the recognition from citizens,and there exists a lot of confusion in the mechanism design and real implementation.It leads that the organization of cadre evaluation can’t function obviously. With the transformation of government functions, the functions of cadres also changed accordingly.Therefore, in view of the problems existing in the current evaluation of unit at the county level, we try to use a civic-oriented evaluation mechanism to evaluate the cadres of the unit at the county level. By the way of empirical analysis, structural equation analysis and other methods, and referring the citizens in Yangdong as the sample to survey, to research the civic-oriented evaluation mechanism, is significant to evaluate,select and appoint the cadres at the grass-roots scientifically and precisely.The paper cards the research about the performance assessment method of public servants at home and abroad,and according to the index of Yangdong’s organization investigation, assessment and evaluation,the author collects descriptive evaluation information which can be used for evaluating cadres,and then filters and sorts framework for cadre evaluation at the county level from these information.On the base of framework and <The cadre evaluation regulations>,the author researches the citizens’ suggestions through the questionnaire for the factors of evaluating the cadres in Yangdong.We get the data by investigating.With using structural equation analysis,the index variables for evaluating the cadres are verified by confirmatory factor analysis.The hypothetical model is fitted,amended and explained.Using structural equation analysis to set up the index and mechanism for evaluating cadres.The index weight of assessment is assigned and quantified to form a reasonable,normative,efficient,scientific and civic-oriented mechanism for evaluating cadres at the county level.It truly embodies the personnel direction which is “triumph of quality, performance and public opinion”.This evaluation mechanism can provide accurate basis for choosing and employing grass-root cadres, and provide powerful talent guarantee for local development.The civic-oriented evaluation mechanism,which uses structural equation analysis to research the county-level cadres,is innovative.And the method need to be further researched and explored in practice.As the central government changing and further standardizing the way of selecting official cadres,the evaluation mechanism of grass-root cadres at county-level will be given more and more attention, the utilization and management for the evaluation of cadres will be more reasonable.
