On The Public Service Provision Of Chinese Private Non-enterprise Units

Private non-enterprise units show unique advantages and great potential in the provision of public services, especially in pension services. Private non-enterprise units play an important role in government procurement of public services, however, difficulties hinder the realization, such as the hysteretic situation of its development, poor social environment and institutional environment. Study and solve the actual dilemma which mainly appears in the process of private non-enterprise units providing public service, is not only beneficial to promote its ability, but also conducive to show its role in the supply of public service. And the entire public service will be pushed to the community and get a deeper market-oriented development, and achieve the goal of multiple participation in community governance.In this study, literature research is the first part. Based on preliminary studies and the practical situation of research area, using the balanced scorecard theory to design research plan and indicators, and making a field research through using questionnaires and interviews. To know the Home-based Care Service of County C, which is provided by private non-enterprise units, is the research goal. Based on the investigation results, descriptive statistical analysis and factor analysis are used to verify and analyze main problems when private non-enterprise units supply public services provision. Secondly, analyze the status of private non-enterprise units provision from the perspective stakeholder analysis. And summed up the dilemmas which are prevalent in organization level, government level and social level. These obstacles are mainly caused by lack of public spirit, good organization ability, perfect system, rigorous monitoring and evaluation. Finally, three suggestions are raised to perfect the private non-enterprise units in providing public services: strengthen the organizational management and capacity building to meet the needs of the times, strengthen the interaction between the government and private non-enterprise units to establish a solid partnership with equality, create social trust environment to strengthen public spirit cultivation.
