Private Non-enterprise Units In The Community Service Operation Mode Research

Since the1990s, with the deepening of reform and opening up and the transformation of market economy, the government and enterprise begin to transfer the function of social management, social service to the community. The construction of community, community management, community service has become increasingly important. In recent years, as the party and the government introduced a series of support policies, encouraging social organizations to develop community service is mentioned again.This article will mainly discuss from the following several aspects:The first part mainly from the macro and micro level of the organization points out the background of community service, and put forward the author’s research problem; In addition, the author try to make the research process and research method of this article in detail in this paper.Second part the author made a relatively detailed comb, including domestic and foreign scholars’ community service, and the issues of social organizations in community service etc. On the one hand, I’m inspired from the discourse of scholars, on the other hand,1have found a deserve discussion and thinking area; Next,1explain this article adopts the theory of narrative, explain the relationship between the state and society theory, the theory of community development, the service supporting system of social organization operation pattern.In the third part the writer analyzes the inevitability about emergence of the organization in the community service, from the macroscopic policy background, legal support and the microscopic superiority of the organization, function, power factor and other aspects.The fourth part from the existing community service main body, the types of the organization operation, the path of service, and the relationship between role positioning and the surrounding community, the problem of community service in the organization of the many ways, such as the social organizations’ operation mode are analyzed.The fifth part belongs to the field research part..Based on the information collected from summer internship, the writer analysis the case of Rengheng bamboo garden community self-help groups.The analysis is about the establishment of the organization background and process, service content and method, the unique operation mode, etc. It is concluded that bamboo garden fraternity operation mode has enlightening significance.The sixth part points out social organizations’ limitations of operation pattern is widespread in the community service, and proposes the solution measures, besides,the writer also think about the future direction of the community service. The author believes that, with the change of government function, the reform of the system of social organization registration, in addition to the government, the people outside the organization, and community residents, there will be more and more subject to join the community service; Bamboo garden community fraternity operation pattern has enlightening significance, at the same time, social organizations will gradually develop operation mode suited to its own in the community service practice, to provide high quality and effective service for the community, to promote social inclusion.
