Research On The Problems And Countermeasures Of Home-based Elderly Care Services In H Street Village Community Of W District

The report of the 20th National Congress of the Communist Party of China pointed out that the implementation of the national strategy of actively responding to population aging,the development of elderly care undertakings and industries,the optimization of services for the elderly alone and widowed,and the promotion of basic elderly care services for all the elderly.In recent years,with the change of population structure,China has gradually entered an aging society.On May 11,2021,the results of the seventh national population census show that China’s population aged 60 and above accounts for more than 18%,and the degree of population aging is further deepened.At the same time,the national macro pension pressure is also increasing.On the one hand,the aging of the population has led to the decline of the population dividend,on the other hand,it has also increased the financial burden of the government on pension investment.It can be seen that the pension problem has become a social problem that needs to be solved urgently and cannot be avoided at present and in the future.At present,there are many ways to provide for the aged,including institutional care,children care,home care,etc.In recent years,the village community home care model has come to the fore,and has gradually become the most mainstream pension model in today’s society.However,due to the low investment in the elderly care by the government,the concept of home-based elderly care has not yet been popularized,the whole society has not paid much attention to it,and other reasons,the home-based elderly care in village communities still needs to be improved.Studying this type of elderly care model has important research significance for optimizing urban and rural elderly care services.At present,19 village community day care centers have been built in 18 village communities of H Street in W District,and the full coverage of social operation has been achieved.H Street is also actively promoting the construction of comprehensive service center for the elderly and regional elderly care center,further expanding the connotation of home-based elderly care.This paper takes the home-based elderly care in the community of H Street,W District as an example.Based on the theory of multiple public goods and welfare,using the methods of questionnaire survey,system data analysis,interview and so on,this paper deeply understands the current situation of home-based elderly care services in the past and present in the community of H Street,W District,as well as the existing problems such as site constraints,low professionalism,low service and low participation of residents.Through the combination of theoretical analysis and field research,The reason is that there is little investment in old-age care,the concept of old-age care has not changed,the social attention is not high,and the professional attention of old-age care is low.Using the comprehensive elderly care service system with the characteristics of Hemu Street,Gongshu District,Hangzhou City and the embedded elderly care model of Weifang Xincun Street,Pudong New Area,Shanghai City for reference,the paper further proposes to strengthen policy guidance to improve the village community home-based elderly care services,expand the participation of diversified subjects in home-based elderly care services Suggestions such as strengthening the popularization of information related to home-based elderly care.The results of this study will help to improve the work of home-based elderly care in the community of H Street Village in W District,and also provide enlightenment value for similar street village communities.
