Research On Cultivating And Developing Community Social Organizations

In recent years, domestic reform in china have changed its emphasis from the economic field to the political field and social field. On the one hand, the government needs to transfer its functions, also to innovate social management system; on the other hand, social organizations have sprung up,with more services and content. Of all kinds of social organizations, community social organization ties more closely, serve more directly with the masses,and is one of the most convenient and common forms for the masses to participate in social management. We must development our community social organizations better in order to put social strength to the good use in the management of social affairs, also to promote the harmonious development of society. 18 th national congress of the communist party of China has provided a good opportunity for the development of community social organizations, in some cities,social organizations have gradually showed a booming trend in the provision of public services, highlighting the role of participation in social governance.B District, as the central District of W City, has made certain achievements in fostering and developing the community social organizations, and also has explored the way of localization. But currently, there are still lots of problems to be solved. This paper, adopts the method of case analysis,is based on actual situation of the development of community social organizations of B District to analyze the problem existing in the process of the development of community social organizations. It will find out the causes, and put forward the Counter measures of government promoting the development of community social organizations, in order to provide certain reference for the development of community social organizations in our country.This paper is divided into five chapters. The first chapter is the introduction, mainly introduces the background, significance, and reviews the research at home and abroad,to provide basic data for further research. The second chapter introduces the concept and theoretical basis of community social organizations. The third chapter studies the process of China’s urban community social organizations development,their present situation and the common dilemma, analyzes the processes, the characteristics and the function in community governance of the development situation of B District, and points out the bottle neck of restricting the formation reasons and the development of community social organizations. The fourth chapter introduces the advanced experience of foreign areas,Shanghai and Nanjing. The fifth chapter based on the analysis of problems of B District community social organizations, on the basis of the advanced experience,puts forward some counter measures and suggestions for the government to foster the development of community social organizations. It includes five aspects: policy support, the hub of social organization construction, financial security, promote interaction and self construction.
