Research On The Cultivation Path Of Social Orgnizations In Urban Communities

Urban community social organizations mainly carry out activities in urban communities,such as serving the people,public welfare charity,neighborhood mutual aid,sports and entertainment.As an important subject of urban community governance in the new era,strengthening the construction of social organizations in urban communities is conducive to improving the community management system,meeting the diverse needs of residents,promoting residents' participation,and achieving the goal of co-construction,co-governance and co-sharing.The central government's opinions on vigorously cultivating and developing community social organizations clearly state the general requirements and specific measures for cultivating community social organizations,and various regions have also carried out active exploration and practice.This paper is based on the concept of co-construction,co-governance and co-sharing in the Chinese context.,focus on winning the "2017 top ten cases" national innovation in social governance of south lake in nanan distract of chongqing city community social organizations to foster conditions,field observation in the community social organizations to foster the multi-agent collaboration with action,analysis of the path construction of community social organizations to foster,and multi-agent from concept deviation cause behavior deviation caused by the cause of the community social organizations to foster predicament,and trying to think to promote community social organizations to foster path optimization countermeasures.From the theoretical level,this paper thinks about the relationship between cooperation and responsibility boundary of multi-subject in the cultivation of community social organization,and between the cultivation of community social organization and the co-construction,co-governance and co-sharing.And through the method of observation,interviews and other research methods,to the south lake community social organizations to foster overall assurance,the typical community social organizations "dab hand workshop" careful observation,induces the south lake community to community service platform as the core institutions and the social organization the party lead the main body to build more for behavior,to the "three diversion" order of the mechanism for cooperation way,to carry out the demand for the volunteer service by the guide of action way ZhengShe community social organizations to foster cooperation path.Based on the analysis of typical cases,this paper finds that by mobilizing and integrating social forces and market forces to participate in the cultivation of community social organizations through the pivotal social organizations empowered by the government,it breaks the disadvantages of the traditional government-arranged cultivation of administrative leadership and encourages the participation of multiple subjects.But in the actual process of cultivation,the pluralistic subject due to lack of cultivation idea of harmony is not open,further lead to community social organizations to foster face difficulties,its main performance for slow transition of government social management to social governance,community participation and social organization to improve work ability,and the residents participate in cultivating endogenous underpowered.In this regard,this paper proposes that the innovative governance concept ofco-construction,co-governance and co-sharing should be applied in the Chinese context.In the cultivation of community social organizations in the new era,all subjects should integrate into the concept of co-construction,co-governance and sharing and take the initiative to participate.The government should optimize the multi-subject cultivation coordination mechanism and release the space for other subjects to participate.As the community social organization and service object of the community residents,should stimulate their participation in the cultivation of vitality.At the same time,the main bodies should also strengthen their ability to cultivate,the government should improve the implementation rules of the cultivation plan,so that the grassroots practice is more operable;Community social organizations themselves should also improve their ability to participate in governance and service from the aspects of improving internal governance structure,talent training,and strengthening self-hematopoiesis.
