This paper discusses legal system of Rao Yingqi ruled in Xinjiang in the late Qing Dynasty, This paper has two purpose: first, Rao Yingqi’s era is a part of Xinjiang in the late Qing Dynasty period, the legal content of this sort of this period is helpful for us to understand clearly the history status; secondly, we study the legal system development status of Rao Yingqi’s era in Xinjiang, grasp the status Rao Yingqi Government during this period between Xinjiang Province in the late Qing Dynasty to the period of change and development, the process helps us know more about Xinjiang in the late Qing Dynasty legal system.
