With the accelerating pace of urbanization as well as the glooming of urban economy and culture, a large quantity of the labor force has been swarming into cities, leaving a special group of people---the left-behind children. In this process, many problems related to such group have emerged, among which physical and mental issues have become educational and social ones which affect their healthy growth. Although domestic researchers have proposed many solutions, there are still some shortcomings. For instance, the subjects are incomplete, the support to the findings is insufficient, and the survey is not deep. In addition, the study mainly focuses on discussing education of left-behind children and functions of government administration rather than the reasons for shortage of government administrative functions and administrative measures. From perspectives of government administration functions, this paper, on the basis of humanism management, is going to study the issue of education and government administration of left-behind children by applying the theories of observation and the case study. Then, through analyzing phenomenon of government administration lag, it will find out that there are several reasons for lag, such as inadequate cognition, unclear functions and insufficient conditions. Furthermore, it proposes that the government should draw up the humanized law to strength its responsibilities and increase the investment of finance and resources so as to build harmonious society. On the other hand, the government should reinforce the indirect administration of the education of the left-behind children, urge the coordination among educational authorities, schools and families, as well as improve the subjective and objective conditions so as to solve the left-behind children’s educational and administrative problems.
