| Modernizing national governance system and governance capability has been an important target in the process of comprehensively deepening reforms in the Third Plenary Session of the18th Communist Party of China Central Committee. Being the basis of national governance system, grassroots governance whose effectiveness directly connects with the promotion of national governance capability reflects how the government exercises its function in social governance and public service. China, at the present, is in a critical period of economic and social transition, which means social mobility and social heterogeneity are enhancing, social affairs and social risks are increasing. It is in the urban grassroots that have become the main places accumulated of social problems and social conflicts. Obviously, the traditional community governance model known as unit-street community system is no longer able to meet the demands in this special period. Therefore, it is necessary to definite the power and the responsibilities of the government in urban grassroots governance, explore the roles of various kinds of organizations and citizens, and improve the ways that community public services are supplied, so that good governance in community will be achieved.According to the New Public Management Theory, the New Public Service Theory, the Governance Theory and the Public Goods Theory as well as current academic researches, this dissertation holds the opinion that good governance in community is supposed to be that governance functions are clarified, community autonomy is advanced, public service is effective and financing channels are multiple. Based on this, this study takes Wuhua District, Kunmming City as an individual case from the aspects of the policy and funding supports, the organizational structure of community governance, the degree of community autonomy, the ways and the contents of community public services and the construction of community, trying to find out the problems and the related reasons. Combining normative analysis with empirical analysis, this dissertation believes that in order to achieve the goal of good governance in community, Wuhua District, Kunmming City should rebuild the urban community governance system targeted in socialization of public administration which is in the form of’community’, on the basis of public participation and taking the residents as the main subjects. Thus, it is necessary for Wuhua Government to definite its responsibilities more clearly in community governance, cultivate the capabilities of community autonomy, promote the effectiveness of public services,improve the financial input mechanism. |
