A Research Of Social Assistance For Disabilities In Taiyuan

There are more than8500disabilities in China, and involving260million people（their families and relatives), is a huge social vulnerable groups. Due to physical ormental defects the basic life of this group faces many difficulties. Because of lowerincome they cannot satisfy the most basic material needs by themselves. The problem,we mentioned above, causes disabilities face huge obstacles when they participate insocial life. Their civil rights cannot get equal treatment. Their daily life, employment,education, and medical security face a lot of social problems in different extent. Toprovide social assistance for disabilities is an essential symbol to counties of theireconomic development and civilization progress. It has important practical significancefor our country to construct harmonious socialist society by giving disabilities for socialcare, share the same people development rights as every ordinary citizen to make surethat they have stable life and extending the spiritual and cultural life.This thesis based on social assistance for disabilities in City Taiyuan as the researchobject, investigating the disabilities from the aspects of employment, educationaltraining and medical recovery to analyze the status quo of the social assistance fordisabilities in City Taiyuan. There are205000disabilities in City Taiyuan, theaccounting for20%of the total population in City Taiyuan, the number of disabledpersons causes the heavier workload for social assistance. In terms of employment,there are118000disabilities have the ability to work, the employment rate of51.16%.In terms of employment, there are118000disabilities have the ability to work,60000ofthem are suitable for employment,30000of them had the employment yet, theemployment rate of51.16%. From the aspect of the educational training in City Taiyuan,There are rhythm room, library and functional training room provided for disabilities tosupport them to participate in motion, they also founded entrepreneurship training baseand set up training courses for disabilities. There are more than5special-educationschools and private schools in City Taiyuan,7866disabilities have got trained totally.Inthe term of rehabilitation, In order to improve the recovery rate of disabilities, CityTaiyuan promoting community rehabilitation work actively to make sure that they canshare the rehabilitation training nearby their home. Government develops multiplerehabilitation medical relief as well. To lunch poverty alleviation projects, reducing thepoverty, guaranteeing their basic living, giving them legal assistance, improving their legal consciousness, and promoting the perfection of relevant laws and policy fordisabilities.In City Taiyuan With all levels of government and the organization for the disabledsupport, social assistance for disabilities has made phased achievements, by2014,3000people, new-increased, get jobs. The total number of training is increased by579people.Training completion rate is up to151.7%. Rehabilitation equipment utilization rate ishigh. After in-depth research，however, the low level of recovery with the high cost ofhealth care is still a question. Moreover, their ideas about themselves should beimproved, for the disabled employment feedback would be perfected, subsequentstrength needs to be improved to solve the lack of relief funding.Typical foreign countries have different characteristics of social assistance fordisabilities. U.S. government takes gov-leading policy to provide social assistance fordisabilities by powerful financial support. British aid for the disabled in a unified andfair for characteristic, to all disabilities share the same treatment. German welfare rescuemode for people with disabilities worry-free life.We should refer advanced experience of foreign countries to improve the China’ssocial assistance. Such as, we will improve laws for people with disabilities and providelegal support for legal rights to them. To optimize the disabled relief concept of them,taking fairly as first, launch social forces to pay more attention to the disabledcommunity. Increasing financial investment, absorbing the social funds, provide fundingassistance for the disabled. To improve the deficiency of social assistance for thedisabled in China, concrete analysis of specific issues, we should solve the specificissues in City Taiyuan. Only in this way will the social assistance to be improved better.
