Employment is the biggest livelihood of people with disabilities.People with disabilities are part of society and enjoy the same right to employment as able-bodied people,but their physical limitations make it difficult for them to realize their employment aspirations.In recent years,based on the experience of employment of disabled people in foreign countries,Chinese Taiwan has adopted a policy-supported and market-oriented approach and gradually formed a model of employment guarantee for disabled people with Chinese characteristics-assistant employment,which provides employment services for people with intellectual,mental and severe physical disabilities.Longquanyi District of Chengdu City is the only district and county in Sichuan Province selected as the "National Typical Case of County Disability Services" in 2019,and has been committed to providing accurate services for people with disabilities,promoting the development of the cause of people with disabilities,and striving to solve the "hard bone" of supported employment for people with disabilities."However,while it has achieved many achievements,it is also facing problems and challenges.Through studying the current situation of supported employment carried out by H institutions in Longquanyi District,analyzing the existing problems and proposing the analysis of the path to improve supported employment services,with a view to promoting the development of supported employment to high quality.Taking Institution H in Longquanyi District as an example,this paper takes developmental social policy theory as the theoretical basis,and uses developmental social policy throughout the whole process of supported employment services.Using methods such as participant observation,interviews and questionnaires,this paper compares the basic situation of Institution H and the overview of disabled trainees’ participation in supported employment,and analyzes the problems of supported employment in Institution H.The results of the study show that the overall operation of H institutions to carry out supported employment services is good,and they provide supported employment services while integrating day care,recreation and rehabilitation services,and have certain advantages in carrying out supported employment,but there are also many problems,mainly at the government level.Policy implementation is not in place:policy resources,supporting measures are not in place;publicity is not enough:social awareness of the treatment of people with disabilities and policy publicity is not enough.Second,the social level.Community function has not been effectively played,and gradually disconnected from the community;low willingness of enterprises to hire,difficult to obtain employment opportunities.Third,the institutional level.Lack of assessment system and inadequate system design;rigid management system and overlapping of discipline and education;Neglect of mental health and lack of long-term stable psychological support;insufficient professionals to provide personalized services;single type of products and low motivation of trainees to work.At the same time,this paper elaborates on the experiences of foreign countries and Chinese Taiwan in promoting employment for people with disabilities,and proposes countermeasures to improve supported employment services by combining developmental social policy theories.First,the government level.Enhance the clarity of policies and promote their implementation;strengthen publicity and enhance public awareness.Second,the social level.Make use of community resources to create a harmonious atmosphere;strengthen positiveinteraction with enterprises to enhance the acceptance of units.Third,the institutional level.Optimize institutional management and establish assessment system;focusing on mental health and strengthening the talent pool;diversify employment contents and professionalize rehabilitation training.
