Coal resources play a decisive role to the social and economic development inour country. However, the production condition of coal is poor, and its productionprocess is complex, which lead to frequent coal mine emergencies. Besides, the abilityof coal mine emergency management is relatively low in our country. In the event ofroof caving, fire, gas explosion and other emergencies, it would bring out seriouscasualties and property losses. So it’s necessary to pay great importance to the coalmine emergency management. With the rapid development of information technology,building a scientific and efficient emergency management system, combined withadvanced science and emergency management, is becoming an urgent problem tosolve.First of all, the paper puts forward five factors which affect the occurrence ofcoal mine emergencies on the basis of the analysis of the accident cause theory. Thenit builds out the model of coal mine emergencies mechanism, with both of themanagement defection as the essential reason and the lack of people, material,environment and information dynamic interaction. Meanwhile, the paper builds thesystem structure and function framework according to the system requirementanalysis and design principle. It gives detailed analysis for the prevention, preparation,response and recovery subsystem. Moreover, the paper takes an example of theMeiyukou of Datong Coal Mine Group, and uses the Set-Pair Analysis of the modellibrary to analyze the early warming condition. When the influence of the coal and gasoutburst reaches the threaten level, it is necessary to take preventive measures andprepare to work. When it reaches the early warning level, the system would makedecision at once and simulate the best route for personnel escape with Dijkstraalgorithm.The research of Coal Mine Emergency System could predict and monitor forcoal mine emergencies accurately, and provides scientific support to decision makingfor rapid and timely emergency decision and rescue. The system perfects theemergency management theoretical framework of our country, and it improves theprecision of emergency decision-making and the validity of the emergency rescue. Besides, the system realizes the scientific and effective emergency management. Itplays an important guiding role to the coal mine production.
