The Study On Government Emergency Management Goaf Of Coal Mine Subsidence Disaster

With the development of society and economy, people rely on resources to deepen,large-scale, high intensity of the exploitation of mineral resources has become the mainfactors of geological environment of mining area, severe natural environment of mining areachanges in turn affect the survival and development of human beings. Due to coal miningcaused surface subsidence exergy caused goaf water depletion, houses become dangerous,soil moisture ability is destroyed exergy greatly affected the mined-out areas of productionand life of the people. Over the past few years exergy whether government or enterprises inthe mined-out area problems concerned does not pay enough attention to the exergy of goafdraft, reconstruction, production problems can not be solved effectively and the fundamentalgovernance exergy goaf contradiction has been developing and intensifying exergy mined-outarea of the government, the enterprise is voices of discontent. Exergy contradictions may betriggered at any moment. In the construction of new socialist countryside, building a socialistharmonious society, speed up the empty zone problem solving and governance today exergybalancing urban and rural development is the need of reality and recovery situation. Thisarticle from the government emergency management theory, introduced the domestic andforeign related research on emergency management present situation, and the hazard of coalmine goaf are analyzed in detail, at the same time, analysis of the Yulin City area coal minegoaf status, specific measures to deal with the mined-out area to treat and the city of Yulin,including the formulation of the standard policy of Yulin coal mine and damagecompensation; management model selection of pilot areas, for example effect; economiccompensation to the gob residents, assist relocation and adopt scientific assessment methods,clear the responsibility of such measures, at the same time, the existence of the emergencymanagement in Yulin City, the existing problems were analyzed, there exist the followingproblems of Yulin emergency management laws and regulations, the lack of uniformstandards; the main line-emergency management plan system lack; publicity and educationto raise awareness of social emergency; emergency management fund and material reserve isinsufficient; emergency intelligent system is not smooth, command and inefficient. Aiming atthese problems, this paper puts forward specific measures, including improving ideas in emergency management prior to the crisis, crisis and post-crisis, before the crisis, shouldimprove the coal mined-out area of emergency management system and emergency plan,actively carry out disaster forecast, prevention and control of emergencies before work, at thesame time, increase capital investment, to increase the emergency material security;management in the crisis stage, should establish a rapid response mechanism of thegovernment’s response to the disaster, to construct multiple emergency system of governmentand social synergy. After the crisis management phase, should establish emergencymanagement assessment system, and strengthen the crisis in public education.
