Study Public Policies About Promoting Migrant Workers Integrating Into Urban Society Deeply

Since the reform and opening up policy was put in place in China, the floating population increased rapidly, millions of rural workers have entered the big cities and they were engaged in construction, manufacturing, catering and other non-agricultural industries. They made incalculable contributions in promoting our country’s urbanization, modernization and economic boom. However, for a long time China governs the population in urban and rural by the household registration system. In the transformation from planned economy to socialist market economy, the urban and rural dual system is formidable barriers for migrants., which caused the rural population live and work in the city, engage in non-agricultural industries, but will not become urban residents successfully. So the study of public policies about promoting migrant workers integrating into urban society has great significance, which can promote the urbanization of rural migrant workers and promote modernization of Zhongshan city.So called city integration of rural migrant workers is that migrant workers gain equal social public service. The issue of migrant workers is the of new problems, so the academia hasn’t do much research on the issue, less from the perspective of public policy support system. The author combined with their own experience, attempts through the use of modern theory, group theory, responsible government theory, social capital theory to study public policies about promoting migrant workers integrating into urban society deeply. In practical aspect, the author analyzes the present status of the public policies of Zhongshan about promoting migrant workers integrating into urban society, problems and main reasons, and then put forward some suggestions. Author expects to provide the beneficial reference and enlightenment for Zhongshan government in promoting migrant workers integrating into urban society and realizing equalization of public service.The paper is divided into four parts:The "introduction" is the first part of this paper. It briefly explains the reason and significance of researching the subject, reviews the related research at home and abroad, illuminates the paper’s framework and research methods, the deficiency and innovation existing in this paper.The second part is basic concepts and the interpretation of theory in this paper. This part is divided into three sections, he first section defines the concepts of migrant workers, integrating into the urban society and public policy. The second section analyzes the theoretical and practical basis of promoting rural migrant workers integrating into cities. Theoretical basis mainly includes group theory, modernization theory and modern responsible government theory. Reality basis is embodied in three aspects:First, the inevitable choice of promoting the development of China’s industrialization, urbanization and modernization; Second, the inherent requirement of building a well-off society; Third, the important way of building a harmonious socialist society. The third section analyzes the practical significance of promoting rural migrant workers integrating into cities, which mainly reflected in three aspects:First, it’s helpful to expand domestic demand and promote economic development; Second, helpful to promote the upgrading of industrial structure transformation; Third, helpful to promote the development of agriculture and rural areas; Fourth, helpful to narrow the income gap between urban and rural areas.The third part is divided into four sections to illustrate the related content. Firstly, this paper introduces the historical evolution of public policy about urban migrant workers; Secondly, this paper introduces the existing public policy of Zhongshan’s migrant workers, including the household registration policy, employment policy, social security policy, migrant children education policy and housing security policy. Again, this paper analyzes the main problems of Zhongshan’s public policy about promoting migrant workers integrating into urban society, including:lack of related laws; Public policies don’t fully consider the demand and willingness of migrant workers; Integral system is not reasonable; The power of executiving policies is not enough; Government doesn’t pay enough attention to the spirit of migrant workers; Migrant workers lack the necessary approaches of participating politics. Finally, this paper sums up the reasons of causing these problems, including:the inertia of household registration system and its knock-on effect; The lack of mechanism to express migrant workers’will; The government’s capacity of bearing public services is limited; Policy objectives of attracting high-quality talent; Policy choices based on the risk aversion.The fourth part puts forward the countermeasures of perfecting the public policies of promoting migrant workers in Zhongshan integrating into urban society. These countermeasures include:(1) strengthen the construction of legal system and safeguard the legitimate rights and interests of migrant workers in accordance with the law;(2) perfect the relevant policy to improve the level of public service for migrant workers;(3) improve the benefit expression mechanism of migrant workers;(4)enhance investment in the public finances;(5) establish and improve the system of evaluating public service;(6) improve further the integral system;(7)promote the spirit of migrant workers integrating into urban society.
