The Research Of How Public Organizations Play Roles In The City Integration Of The New Generation Of Migrant Workers

Public interest organizations is a social intermediary organization generally refers to a legitimate, non-governmental voluntary, non-profit,non-governmental color, non-partisan nature with the implementation of self-management, which dedicated to social welfare and solving social problems. In social governance, public organizations can often play an integral role in the areas that government can or can not attend to, and thus enhance the efficiency of social governance. Therefore, the 3rd Plenary Session of 18 th CPC Central Committee stressed to correctly handle the relationship between government and society, so as to stimulate the vitality of social organization.Generation of migrant workers and the first generation of migrant workers are quite different in terms of identity, ideology, thinking,cultural quality and lifestyle. Wen Jiabao had ever said in the joint interview with Xinhua and Chinese government net that: concern with the older generation of migrant workers, new generation of migrant workers have some special difficulties, such as many of them born in the city that they have no land and production in rural areas; long live in the city but not familiar with agricultural production; many people have not solve the problems like household,lover, marriage, children education and a series of issues needed to be addressed properly. Because of this,the new generation of migrant workers integrating into the city is a major concern of the government and the community has become an important practical issue of China’s new urbanization.In this paper, we discussed the development status and advantages of Wenzhou nonprofits, explored the possible role played by the social welfare organizations in the new generation of migrant workers integration; analyzed the role of foreign social welfare organizations played, such as the United States NGO community, "association of the state" in Germany, the UK charity legislation, coordination mechanisms in France and the EU’s immigration control, in order to draw on the experience and lessons.Through research, the countermeasures and suggestions proposed in this paper about how to enhance the vitality of public interest organizations and accelerate the generation of migrant workers into thecity is that: transform the government functions, establish a management philosophy of small government and big society; develop the public organizations and strengthen their quality capacity building; make the joint force of public organizations and community resources; improve the mechanisms for government procurement of public services and so on.
