Plight And Countermeasures Research On Public Action In Migrant Workers' Urban Integration In The Perspective Of Network Governance

Promotion of migrant workers'urban integration has risen to national strategies. Migrant workers are showing a transition from flowing to stable, experiencing the process of back home from work place. Migrant Worker Tide is a good thing or a bad phenomenon, mainly based on whether can they integrate into the city. Whether can migrant workers orderly integrate into city, is not only has great impact on the development of cities, but also the construction of harmonious society. Therefore, this paper takes a useful exploration on this issue.The structure of this paper can be divided into the following six sections.The first part is introduction. First of all, we describe the origin and significance of this research, and review the research status. Secondly, define core concepts of this paper; discuss the theory and its applicability. At last, outline this paper's methods, ideas, structure, innovation and lack, and so on.The second part is status of public actions which includes three sections. At first, we measure the migrant workers' integration level of H province. Then we discuss the typical actions of governments, community, social organizations. At last, we make sure the achievement of public actions.The third part is study of pubic actions'problem. Based on current statue, combined with Network Governance Theory, we consider that there have four following problems, the lack of network integrity, lack of publicity, lack of coordination lack of supervision.The fourth part is study of reasons. We discuss the reasons of public actions'plight, including unreasonable network design, immature connectivity technology, lack of monitoring, inequality of participants.The fifth part is countermeasures. We try to build a participatory public action networks form both sides of overall layout and specific measures. And discuss four key areas of network construction, make a number of considerations.The sixth part is conclusions and outlook. We summarize this paper and discuss the defections of this research, put higher demands and expectations for future research.The innovation efforts of this paper mainly reflect in following aspects.Firstly, this paper takes a new research perspective. Most research on migrant workers' urban integration keep the government, social organizations and community's separation, few studies included three. If we the government as the absolute body of controlling, not only the Government bear too much pressure, but also not good to an effective solution to the problem. In this paper we try to build coordinated public action network included government, community and social organizations.Secondly, this paper has new research contents. Standing on the shoulders of giants no doubt we will see further. On the basis of previous studies, we give new connotation to integration. We measure the level of migrant workers' integration from the subjective and objective dimensions. We study the public action of government, social organizations and communities, summing up the results, explore the lack of pubic actions for future work.The last is countermeasures innovation. Social problem cannot be resolved overnight by a department. Faced with the problem of migrant workers' integration, the paper put forward a series of concrete operational measures based on perspective of Network Governance, such as the establishment of migrant workers' Commission, improve service purchase supervision mechanism, portal of integration, and so on.
