Study On The Evaluation Index System Of Government Information Disclosure Based On Fuzzy Integral

With the development of information society and the improvement of publicparticipation enthusiasm, the government information has attracted more and moreattention, regarded as a kind of special public products. President Xi pointed out that "the national governance system and governance capability is the concentratedreflection of a national system and the ability performing it" Using portals to opengovernment information is the important measures to improve the modernmanagement system and enhance the governance capability for the general public,and is the embodiment of the regional government’s overall level of governanceability and the trend of reforming the administrative management system. Although ithas been15years since1999when China carry out the government online project,and6years implemented the Regulations on open government information. Thewebsite construction of the open government information still exists many problemsworthy of study: such as the use of intensity of website is not high, the gap betweenthe content public and the required public information by the people and embody thevalue of information and so on, all these lead to the government information resourcescannot be fully utilized and finally wasted. The evaluation of government informationdisclosure can be find the existing problems and defects during the process of theopen government construction, so as to enable the government to carry out targetedimprovement, therefore the evaluation of government information disclosure is ofvery practical significance.Based on consulting a lot of related laws and regulations, policy and literature,through the analysis of the government website structure, we summarized the logicframe of the evaluation of government information disclosure. Besides, we set up aset of reasonable, universal government information disclosure evaluation indexsystem to reflect the performance of the government information disclosure. At thesame time, according to the established index system we developed a data collectionprocess and designed the questionnaire which is more accurate, processed the data by using the method of fuzzy measure and fuzzy integral, eliminating the interactionindexes. By introducing Shapley value index considering the marginal contribution inthe overall evaluation, making the evaluation result more scientific and reasonable.In this dissertation, we select the15cities’ information disclosure situation ofShandong province (except the two vice provincial level city) as the empirical studyto confirm the applicability of index system and evaluation model. And the final resultof the evaluation shows that the level of city’s ability to disclosure the governmentinformation is totally beyond the initial stage, entering the development stage, but stillexisting a big gap from the excellent stage. Through the study of the whole evaluationprocess we reveal the problems of city’s information disclosure in three aspects: thecontent construction, functional construction and the user experience construction.Finally, we put forward the relevant policy suggestions to solve these three problems.
