Evaluation On City Government APP Of Mobile E-Government

With the development of information technology and mobile internet, the world has changed, so has the government. The development of Mobile E-Government has further expanded the development space of the E-Government, and has changed the working style of the government workers and the supply mode of the public services with its unique features.Government APP, as a new model of E-Government, has been increasingly applied in social management and public service of the government. It is a convenient bridge for the communication and mutually benefit between the public and the government, which will play a crucial role in the construction of seamless government, especially in the aspects of enhancing the dissemination efficiency of the government affairs, promoting dialogue between the government and the people, strengthening the service capability of the government, and guiding public opinion in the society, etc. Therefore, there is great practical significance to evaluate the Government APP.The thesis is divided into five parts:The first part is the introduction of the research, which describes the background, significance, ideas and methods of the research in details. Meanwhile, related theories and literatures about the mobile E-Government were reviewed and commented in this part. Finally, this part also puts forward the possible innovation point and the value of this research may create.The second part mainly explains the concepts, the theory and the evaluation methods in this research. The connotations of related concepts are illustrated in details, including E-Government, mobile E-Government, the Government APP, Smart City, etc. Moreover, the Seamless Government Theory and Analytic Hierarchy Process (AHP) are introduced in this part, providing the theoretical foundation for this research and theoretical tools for the empirical study in this research.The third part includes the establishment of the evaluation index system and the calculation of the index weight. At first, the principle of constructing evaluation index system is introduced and the evaluation index system is constructed. Besides, an AHP analyzing software is used to process the raw data obtained from the index weight survey and to calculate the specific weight of each index.The fourth part is the core of this research, evaluating the Government APP for the selected samples of the smart cities and qualifying the results play a vital role in the research. Firstly,14 cities with a relatively mature Government APP are selected from the first batch of smart cities and taken as the final evaluation samples. Next, the scoring rules are set to construct the evaluation criteria together with the weights. Finally and most importantly, the evaluation is implemented and the results of evaluation are quantified to obtain the achievements and deficiencies of the current Government APP of the smart cities through further comparison and analysis.The fifth part is the conclusion of the research, which is presented mainly from two perspectives, proposing countermeasures and suggestions for Government APP from a macroscopic level according to the research, and improving and developing the Government APP under the guidance of Seamless Government Theory.The thesis brings the possible innovation point and the value of this research may create. A scientific evaluation index system is established, so that the gap of mobile E-Government theory in the aspect of Government APP evaluation can be completed. More importantly, the ultimate goal of this research is to provide a reference for the development of Government APP in the governments of other cities.
