| Since the promulgation and implementation of the Regulations on Government Information Disclosure of the People’s Republic of China"(hereinafter referred to as the"Regulations")on May 1,2008,China’s government information disclosure system has taken a crucial step.The regulations stipulate the principles of disclosure,the scope of disclosure,the methods and procedures of disclosure,etc.,which have a positive effect on strengthening my country’s government information disclosure system,building a socialist democratic legal system,strengthening administrative management,and preventing the spread of corruption.On April 3,2019,the first revised regulation on government information disclosure was officially promulgated and put into effect.Compared with the previous regulation on government information disclosure,the new regulation on government information disclosure has more rigorous language and more specific provisions.It is of great significance to build a government ruled by law,enhance the government’s credibility and enhance the national governance ability.With the development of my country’s government information disclosure work,the district(county)level government information disclosure situation that is close to the self-interest of the grassroots has attracted widespread attention from the people.Jintan District is affiliated to Changzhou City,Jiangsu Province.In recent years,with the rapid development of the Internet era,the previous information disclosure methods and the people’s growing information needs cannot be well matched,and work efficiency is restricted.Based on the background of the new "Regulations",this paper combines theory with practice,systematically expounds the current situation of Jintan District government information disclosure,analyzes the existing problems and reasons,and puts forward suggestions.This article mainly consists of four parts,the first part is the related concepts and theoretical basis of government information disclosure;the second part is the content of my country’s government information disclosure system and the revision of the "Regulations";the third part describes the current situation of government information disclosure in Jintan District,including Organization and institutional system,open platform construction,disclosure effectiveness and other aspects:the fourth part is to analyze the problems and related reasons of Jintan District government information disclosure work;the fifth part is based on the background of the new "Government Information Disclosure Regulations" To improve the level of government information disclosure in Jintan District,put forward countermeasures and suggestions in order to standardize and improve the government information disclosure work in Jintan District.At present,in the process of government information disclosure in Jintan District,there are mainly problems such as insufficient disclosure scope and depth,insufficient disclosure procedures,and low disclosure quality,mainly due to insufficient ideological awareness,imperfect supporting systems and insufficient funding guarantees,citizens Caused by weak awareness of information.It can be seen that in order to promote the better development of government information disclosure,specific work needs to be carried out from the following aspects:First,strengthen the cultivation of active awareness,increase the importance of leading cadres and staff to government information disclosure,and guide multiple parties to jointly Participate and enhance citizens’ awareness of rights;second,continuously improve active disclosure and expand the scope and depth of disclosure;third,improve systems and mechanisms to create an open atmosphere of multi-departmental linkage.It mainly starts with clarifying the subject of disclosure,standardizing the disclosure system according to application,establishing and improving online and offline disclosure platforms,and seriously supervising and evaluating mechanisms. |
