Government transparency has turned into a hot topic since US President Barack Obama placed "transparency" into government reform agenda in2009. Government transparency is one of the major measuring standards for evaluating whether a country is advanced."Transparency" is the primary requirement for the work of government, while the disclosure of governmental information is a main way to enhance the information transparency of government. At present, countries all over the world have developed the conception of transparent governance and administration, which means to guarantee the constitutional right to know authentically and ensure the administrative departments perform their obligation to disclose governmental information. With the development of information technology and the strengthening awareness of democracy and legal consciousness, disclosure of governmental information has become a widespread concern.As the primary function of our governmental portals, information disclosure is also a major aspect to evaluate the transparency of governments. Governmental portal is used by the public and all sorts of organizations as the main way to get governmental information, and it is the main embodiment and symbol of the openness of governmental information, so the study of the evaluation of governmental portals’ information publicity column has strong sense of guidance to the reality.By ways of reviewing the related literature and analyzing website data, some indexes were selected to establish a scientific and suitable evaluation index system. The chosen indexes have to be persuasive and adequately responsive to the situation of the governmental portals’information publicity column. Wuhan’s governmental portals’ information publicity column was taken as the subjects of the study, and the expert group questionnaire was designed and given out to obtain the weight of the evaluation index system. The writer used an AHP analyzing software to calculate the weight of each index and then calculate the final score of the evaluation. Through analyzing the score, strategies were suggested for making the government of Wuhan city more transparent.This paper is divided into five parts: The first part is prolegomenon, which sets forth the background and questions, methods and design of the paper, and the innovation of this paper-----chose the governmental portals’ information publicity column as subject, using an AHP analyzing software to process data in order to establish the adequate evaluation index system.The second part is a review of related literature about theoretical basis and concept of governmental information transparency, the concept and function of governmental portals, etc. This part laid a solid basis for further research.The third part is the research design, which introduced the principles to establish the evaluation index system and the sources of key indexes, and leads to the calculational approach of the specific weight of the evaluation index system. It elaborates from three aspects: brief introduce of AHP, weight calculation of each index and rules for the grading of some indexes, and the application of Yaahp to deal with the original data from the questionnaires to get the weight of each index.The fourth part described in detail the evaluation procedure, which occupied very important position in this research. Based on the investigation on Wuhan’s governmental portals, the writer used the evaluation index system to get a final score, and by carefully analyzing the score, strategies were suggested for making the government of Wuhan city more transparent.The fifth part put forward several suggestions and countermeasures to solve the problems that revealed in the process of evaluation.
