A Study On The Role Of Local Government In The Supplying On The Service For The Aged

With the population aging speed accelerating the problem of the old group have gradually increased, it is stated in the18th CPC National Congress that:In strengthening social development, we must give high priority to ensuring and improving the people’s well being.We should actively address population aging and vigorously develop old-age services.①We should keep making progress in ensuring that all the people enjoy their rights to old-age care. Fuzhou keeps up with the times and responses to the calls of the central authorities and actively explores and practises the development of pension services. Do well the work of supplying on the Service for the Aged. So far, Fuzhou has entereda serious aging social.However, the Present development of pension services is still relatively weak. To solve the problem of supplying on the Service for the Aged, the emphasis point is changing in traditional family pension mode, the difficulty lies in how the government makes all social forces to participate in the pension service career. Therefore, local governments must play a leading role in accelerating the improvement in Fuzhou pension services supplied.Base on such cognitions, I write this paper about supplying on the Service for the Aged in Fuzhou base on analyzing and referring to the exist theoretical research findings of the role of local government in the supply of pension services under the guidance of Marxist theory, the public goods theory,new public service theory, public governance theory and so on. First of all, I define related concepts of local government and supplying on the Service for the Aged. To clear their connotation.Second, I analyze the necessity of local government to perform their duties in pension services supplied and points out the importance of local government in the functioning of the pensions service supplied.Third, I analyze the situation of Fuzhou supplying on the service for the aged and points out the problem of the Fuzhou supplying of pension services at present. Fourth, I analyze the main reasons causing the problem of Fuzhou pension services. Current imperfectly policy and regulations, lacking competition mechanism and supervision mechanism while they supply the pension services and so on. On this basis, use the domestic part of the regional government in the supply of pension services for reference and provide valuable reference for Fuzhou municipal government on supplying of the service for the aged. Finally, I come up with suggestions for improving the local government supply on the service for the aged in Fujian in accordance with the above investigations.
