The city’s work safety is related to the normal life and body health. In order to rescuing rapidly and effively,a good Emergency plan is much needed when the accident happened. The traditional emergency plans are text description which works not so well on relevance and flexibility. The author suggests an automatic emergency plan which works on building a scene recognized model to realize the disaster, developing production rules to establish the knowledge model to imply the emergency response to different scene, then saving the knowledge model into relational database. What’s besides, a System dynamics model is built to analysis the relationship between elements of the emergency plan, and the model is simulated by Vensim which verified the emergency plan proposed by the author.The author firstly research thousands of emergency plan of city and clearfully analysis the scenarios knowledge and design the emergency plan of city. Secondly, design the scene model in emergency plan for city’s working safety through build the scene elements. Thirdly,the author chose the production rules as the emergency knowledge expressing method after researched knowledge and expressing method. Fourthly, through the analysis of the data structure model of production rules chose relational database as the method to store knowledge of emergency plans. Lastly, analysis the causal relationship and build the flow chart and DYNAMO equation system. The author innovatively apply the scene model and production rules in designing the emergency plan of city’s working safety. And the simulation results show the feasibility of the proposed model could be used in the emergency plan of city’s work safety, thus through the establishment of these two models can improve the science and effectiveness in emergency rescue.
