Research On Problems And Countermeasures Of Public Safety Emergency Plan Management In Quanshan District Of Xuzhou

Public safety is not only the focus of the general public,but also the focus of sufficient attention in the development of a country.In recent years,with the development of society and economy,the process of urbanization is accelerating,and various kinds of sudden public events occur frequently,causing threats and losses to people’s lives and safety,which also puts forward higher demands on the government’s emergency management.Therefore,in order to deal with all kinds of emergencies,meet the safety needs of the masses,improve the ability of the masses to cope with them,and do a good job of public safety emergency management is imperative.And in the chinese style characteristic emergency management system,namely “ the case three system ”,the emergency plan is playing the vital role.However,as far as reality is concerned,there are some problems and shortcomings in the management of public security emergency plan.Therefore,we should do our best to optimize and improve the management of emergency plan.This thesis selects Quanshan District as the research object,and focuses on the public safety emergency plan management.According to the proposed problem,analysis of the problem,problem-solving ideas for research.First,after the theme of the study is clear,look at a lot of literature,to understand the background of the study,on the topic of theoretical information for a review,this thesis expounds the public safety problem,emergency plan and the concept of emergency management,and expounds the risk society theory,the PPRR of crisis management and other related theories.Secondly,by means of on-the-spot investigation,Interview Investigation,this thesis combs the basic situation of safety emergency plan management in Quanshan District,and analyzes the existing problems,mainly including the whole cognitive imbalance,positioning is not accurate,the weight of the system is light,the link is not smooth,the drill is a formality,evaluation is not in place,publicity and education lag,the effect is not outstanding and so on.Then,in view of the existing problems,to find the root causes,such as lack of emergency awareness,incomplete professional personnel;unclear division of responsibilities,communication and coordination is not in place;Public transparency is not enough,ways and methods are not novel.Finally,according to the existing problems,the corresponding solutions are put forward.Such as strengthening the organization and leadership of emergency plans,improving the level of emergency plans,improving the system and mechanism of emergency plans,and accelerating the promotion of emergency culture education.Hope that through this study,the majority of governments,especially the grass-roots governments,in the establishment of a sound public security emergency plan management system will be beneficial.
