With the rapid social and economic development, people’s living standards have markedly improved, people’s requirement on the government’s public administration level and quality of public services become higher and higher. As a representative of civil government agencies, act as multiple roles organizers, promoters and practitioners, the civil servant’s happiness is directly related not only to their own cultivation and government administrative efficiency, but also directly affect the well-being of the social groups they face in their daily work. Especially for the grass-roots civil servants who deal directly with the people, the influence of their subjective well-being at work is more prominent.Literature study, questionnaire are used in this paper to have in-depth interviews of the Yueyang City junior civil servants. I selected eight counties of Yueyang to make a questionnaire survey. A total of260questionnaires were distributed,248valid questionnaires, the effective rate was95.4%. Meanwhile, I chose40civil servants to have different depth unstructured interviews. I found that the subjective well-being of junior civil servants of Yueyang is at the middle level. Moreover, it showed different characteristics with different age, gender, job level and other factors. Combined with the actual work of civil servants, as well as auxiliary elements of the options in the questionnaire, I came to the following conclusions:the grassroots civil servants of Yueyang City, is not so satisfied with the salaries, benefits, the rules of promotion examination, training system, health care, organ culture, personal development, and job satisfaction. However, they are comparatively more satisfied with the family situation, colleagues and superior subordinate relationship, living conditions, work environment satisfaction. Income, welfare benefits, physical and mental health and the relationship of the family members are the three major factors that they concerned about most. Combine the questionnaire results with the interviews, I believe that the three main reasons that affect their subjective well-being are as followings:First, the external environment makes the junior civil servants have a greater psychological pressure. Second, some irrationality of the civil service system (salary, appraisal, promotion) results in low SWB. Third, their own quality (political theory, business knowledge, psychological) of the grassroots civil servants is not high impact SWB.For these reasons that affect the subjective well-being of junior civil servant in Yueyang, through reading literature and actual case, I think we can improve the subjective well-being by optimizing the grassroots civil servants living and working environment, building a modern administrative culture, improving the cadre and personnel system, and improving the overall quality of junior civil servants and other multi-faceted measures.I hope these can be appropriate countermeasures to enhance grassroots civil SWB. I hope these can make them work harder and improve government efficiency correspondingly.
