It was well-known that the performance of government is proportionate to the effort of civil servants. In order to make the civil servants obtaining better performance, it was needed to bring all motivation factors into play to encourage the civil servant's initiative, active and creative, develop their working potential, obtain higher efficiency, realize the working goal. With the development of market economy and propelling of government reform, the motivation system of civil servant in our country had more and more problem and faultiness, and can't get the expected effect. So, it was needed to construct and perfect an effective motivation model of civil servants.By questionnaire investigation method, this paper investigated the needs characteristics, working initiative influential factors, appraisal to motivation measurement and motives of going into politics of grass-roots civil servants. The results of questionnaire investigation show: (1) the needs characteristics of grass-roots civil servants were wide; including many facts, while the material needs was the strongest desire. (2) The working initiative of grass-roots civil servants was common, and the appraisal to initiative influential factors was common too. These showed that the influential factors didn't have fully motivation effect on grass-roots civil servants, and was need perfecting. (3) The most important motives of going into politics of grass-roots civil servants was the stability of working; in general, the appraisals to motives of going into politics of grass-roots civil servants were consistent; but the motives of serving for society were put down, and the responsibility for giving themselves to public was not strong. The possible reason of this was that the transfer of economy leaded to the change of personal values. (4) The material, promote, leader and in the right occupation motivation were be paid more attention by the civil servants; the punishment and glory motivation were be paid less attention by the civil servants. (5) The grass-roots civil servants with different age, sex and educational background had differences in needs characteristics and appraisal to motivation measurement.
