All along, the civil servants especially the junior civil servants are the mainmedium of contact between the government and the people. Their words and deeds arealways related to the stability and development of the state and society. Junior civilservants as one of the most important occupational group are responsible for theprovision of public services, and their decisions and specific execution behaviors thatthey made have a direct impact on the party and the country’s image in the eyes of thepeople, affect the fundamental interests of the overwhelming majority of the people.However, the actual status of junior civil servants preached some worrying phenomenon.Due to the affective factors of the conflict of diverse values, the official standardthought,the unsound monitoring system and low personal qualities of officials,somejunior civil servants’ administrative action occurred bias,and there is an administrativedependence syndrome, that junior civil servants in the administrative process alwayslike to rely on the superiors and the existing system regulations when encounterdifficulties, like looking for the authority, which leads to lack of self-independence andcreativity. This issue has become increasingly widespread attention by everyone. In fact,the emerge of administrative dependence syndrome problem is not a thing that can beaccomplished in one move, but a difficult problem to be urgently solved that appears inthe process of China’s economic and social development in the long term.This paper explained the reality of junior civil servants’ administrative dependencesyndrome in China which mainly based on the analysis of the connotations andcharacteristics of junior civil servants’ administrative dependence syndrome, and notingthat junior civil servants’ administrative dependence syndrome mainly represent on three aspects: dependence on work methods, upward power-dependence and downwardbureaucratic dependence, dependence on human relations; then analyzes the causes ofjunior civil servants’ administrative dependence syndrome from the junior civil servants,political, social and cultural analysis, and the correction routes of junior civil servants’administrative dependence syndrome also put forward on this basis, in addition to juniorcivil servants improve their abilities to overall quality continuously, the governmentorganization must also conduct a full range of reforms, while our society pay moreattention to mental health of junior civil servants, and create a social environment thatconducive to junior civil servants exercising authority correctly, so can help junior civilservants overcome administrative dependence syndrome, and to better serve the masses.
