| It has become a vital and urgent subject how to enhance its abilities of administration, expand the base and strengthen its position for the party development theoretically and practically under the new condition of Chinese economic development. Cultivating student communist party members in colleges and universities plays an important role in the development of the party. It is a main content accordingly in higher education. With the "Five" developments of economy, culture, politics, society and ecology proceeding China’s modernization and deepening higher education management, reform and creation, it is rather necessary and fundamental to constantly reform and create a sound and perfect systematic project of cultivating useful people. It is a guarantee of developing and strengthening the country with science, technology and useful people.According to the strategy and plan of the Eighteenth Congress, the Third and Fourth Plenary Session of the 18th CPC Central Committee, there is great theoretical and practical significance in President Xi Jinping’s "In Four Whole Perspectives" thought on administering the country, enhancing the development of party in higher education universities, solving the problems in administration, system and policy in its development of student party members. Also it is important to realize creation in system and mechanism so as to make it true of Legalization, institutionalization, standardization, and routinization.This thesis has researched creative development of college student party members and its administration. Combining theory and practice, it has explored its historical background and present condition guided with the development theory of the Communist Party Marxism, following "Party Constitution", "The development of grass-roots organizations of the communist party of China party regulations on the work", "The communist party of China general party organizations at the grass-roots level and development in colleges and universities work rules"; The data collected since the founding of new China till present time has been analyzed statistically from macroscopic and microscopic sides. It is to probe the existed problem and its reason in the development of cultivating Communist party student members in general colleges and universities in China. A solution and creation in system have been posed in its administration. In part I, it discusses the administration and theory in training college student party members; In part II, it analyzes statistically the historical background and present development of the process, politics, economy and culture of cultivating student party members; in part II, the main problems arisen during the process of development and administration are analyzed; In Part IV, analysis and discussions are made in how to realize creation in administration system and promoting the development of the party in college and universities. Concrete solution, measures, and pathway have been proposed in this part. |
