The Dilemma Of Community Drug Rehabilitation In A City And Its Solution

General Secretary Xi Jinping has pointed out,"The fight against drugs will benefit generations to come.Drug control concerns national security,the rise and fall of the nation and the well-being of the people.It is the consistent position and proposition of the Party and the government to strictly enforce drug control." Community detoxification is a basic measure to shrink drug consumption market and an important part of drug abstinence.On an individual level,drug use harms physical and mental health;For the society,drug taking will induce various illegal and criminal activities,affecting social security and stability.In this era of peace,the drug problem has gradually become a major public health and social problem.A City,located in the middle of Luliang Mountain,is A typical city of drug consumption,and the number of drug users is increasing every year.Therefore,the biggest problem facing China’s drug control work is how to reduce the relapse rate of drug users,completely get rid of drug addiction and return to society.In this study,taking community drug rehabilitation in A city as an example,the addicts themselves and their families,professional anti-drug social workers and other staff were interviewed.13 counties(cities and districts)in A city were investigated with field investigation method to investigate the workplace,organization and operation of community drug rehabilitation.Thus,the difficulties and existing problems of community drug rehabilitation in A city can be found objectively and truly.Survey found that A city’s current community rehabilitation operation mode is far cannot meet the diverse needs of drug users return to society ","community rehabilitation" political consciousness lack of local government,A city community rehabilitation system implementation does not reach the designated position,low degree of social inclusion of drug addicts,resource allocation is unreasonable,restricting the effective development of community rehabilitation.Therefore,this thesis adheres to the principle of"people-oriented",under the background of label theory,resocialization theory and governance theory,from the perspectives of drug users,government functional departments,the public and other different subjects.This thesis makes an in-depth analysis of the difficulties faced by community drug rehabilitation in A city,and puts forward five countermeasures: strengthening ideological understanding,perfecting organizational structure,perfecting financial guarantee,ensuring the return of drug addicts,enriching drug rehabilitation team and strengthening evaluation.
