| Public service motivation is short for PSM. It is a kind of individual consciousness which serves to the public and safeguards public interests.As inherent power, it is enough to make the individual serve to the public, and its core is reflected in providing high quality and efficient service for the public as the goal with the public’s demand as the guidance.Motivation is the precursor of behavior, which will impact individual and organizational behavior, and thereby, affect the effectiveness of public organizations. With the development of new public management theory and the process of practice, people’s research on the individual behavior in the public sector is gradually extended to the service motivation, so the research on PSM is increasingly valued.China is in a service-oriented government construction period, service is an important concept in the work of the government and the public interest is the starting point of government activities. Research on PSM will help to understand the intrinsic behavior motivation of government and its officers, improve government management methods, and choose these people who have strong motivation and ability to enter government departments. The above mentioned are very meaningful to enhance the trust between citizens and the government and its officers, improve government efficiency and promote a construction of the harmonious society. So,how to judge PSM is strong or weak? That is to say how to analyze and identify the core elements which can influence the PSM of civil servants in the western region of China. Based on this, what the core question of the research explores is to test the effectiveness of all factors in the PSM model which is the civil servants groups of the west of China in the sample of MPA. Starting from this core issue, this paper regards PSM as the research field, and sees six colleges and universities’ MPA students in western region as observing object. By survey and data analysis methods, we can describe the state of the western civil servants’ PSM, analyze the feature and influence factors of PSM and explain the differences of regional distribution on PSM. And based on the characteristic of western civil servants’ PSM, I hope to come up with some suggestions about improving PSM, developing government efficiency and promoting the construction of service-oriented government. |
