Political participation is the core of modern democracy. With the rapid development of Internet information technology, political participation spawned a new form of participation- online political participation. College students is the most widely and the most active audience of internet culture and online political participation has become the main form of political participation of college students. But it also faces the problem of shortage of college students’ online political participation ability. There is irrational, disorderly online political participation behavior and even group polarization. How to improve college students’ ability of online political participation and promote the political socialization of college students have important theoretical and practical significance. In this paper, on the basis of the traditional political participation theory, combining the characteristics of college students themselves and online political participation, via the ideological and political education, political science, communication, sociology, ethics multidisciplinary vision method, using the ideological and political education research center in Sichuan province project " college students’ online public participation research" survey data, empirical analyze on the current situation of college students’ online political participation and influence factors, and put forward some specific countermeasures and suggestions to cultivate college students’ ability of online political participation.College students’ online political participation ability includes six elements: online knowledge and skills, online political information acquisition ability, ability of online political information analyzing and processing, online political thinking ability, political demands online expression ability, online political influence. The basic characteristics of college students’ online political participation ability is shown as: initiative, plasticity, interactivity, hierarchy.Through statistical analysis, the study found that: in the Internet environment, the online political participation ability of college students is as a whole in the medium level and the online political participation practice exists the problem of lack of ability, college students’ ability of online political participation has much room to improve. The lack of government role in the college students’ online political participation, lack of school education and school culture, lack of family economic and cultural environment, the complexity of the network environment, the shortage of the college students’ individual ability can all lead to the lack of college students’ online political participation ability.The focus of the article discusses the path of cultivating college students’ online political participation ability. Based on the current situation of college students’ online political participation ability and influence factors analysis, from strengthening the leadership of the party to lead the correct political direction of college students’ online political participation; accelerating the construction of "electronic government" to construct the open platform of online political participation; deepening reform of higher education to cultivate college students’ online political participation ability; creating good family atmosphere to lay a solid foundation; strengthening the network society management to improve the online political participation environment; promoting college students’ individual bred to promote college students’ online political participation ability, to put forward a series of countermeasures and suggestions forming a joint force to cultivate college students’ ability of online political participation.
