The Research On Good Governance Of Urban Disease: Problems And Countermeasures

Urban disease will not only increase the cost of social development and destroy human living space, but also seriously restricts the healthy development of cities, which has increasingly become the focus of attention. During the process of rapid urbanization in China, the urban scale has expanded rapidly, as well as the population, which has resulted in a series of “urban disease” like traffic congestion, housing shortage, the deterioration of ecological environment, urban poverty, social contradictions and city public security. Urban disease not only impedes the development of city but also impacts people’s daily life. All walks of life pay attention to that. How to solve the urban problems?Good governance theory provides the direction for us."Urban disease" is the negative phenomenon which appears in the process of urban development. The main reasons are as follows: On the one hand, a lot of rural people go into cities because of the dual urban and rural structure, which in a certain space the endurance of cities; On the other hand, the insufficient of urban management and urban planning intensify the social contradictions, causing a variety of new problems. The formation mechanism of "Urban disease" is the aggregation effect of the city itself,including agglomeration economy and non-agglomeration economy; the "Urban disease" symptoms will appear when negative effects of non-agglomeration economy overwhelm the positive effects of agglomeration economy. In the process of urbanization, the "city disease" appears like the form of the comparison u-shaped curve.Urbanization in China started late but developed rapidly, and the "city disease" started appearing about ten years ago. Most cities fall in the trouble with solving “Urban disease”. From the perspective of the good governance, the reasons of failing solving "city disease" are as follows: The body of city governance is single; Government function orientation is deviated, the failure of urban management; Social governance body is not mature. Therefore, the realization of successfully solving “city disease”should think from two aspects: government and non-governmental organizations,including correctly orienting the role of the government, speeding up transformation of city governance, fostering the subject of social governance, etc.In this paper, i analysis based reality performance of city disease, the reasons of“Urban disease” and the ways to solve the problems from the perspective of good governance are analyzed. The goals are to provide decision-making reference forrelevant departments, to provide effective way for residents’ education and to make good governance become the guiding ideology of our country’s urban disease.
