Study On Cooperation Between Government And Social Organizations In Urban Environmental Governance

In the 40 years since the reform and opening up in 1978,China's urbanization process has made great strides forward.At the end of 2017,China's urbanization rate has reached 58.52%.The path of urbanization is to realize the modernization,but today,some developed areas in China has entered the later period of urbanization,rapid excessive negative problems brought by the urbanization has been highlighted,among them,the environment problem is particularly serious,has become the important obstacle restricting the development of social and economic factors.Due to the complexity and diversity of environmental issues,as well as restrictions on public sector personnel and technologies,it is difficult to achieve good results in urban environmental governance in China,which also poses severe challenges to governments at all levels and calls for seeking effective partners.The report to the 19th national congress of the communist party of China(CPC)explicitly calls for the establishment of an environmental governance system dominated by the government,dominated by enterprises,and jointly participated by social organizations and the public.As an important force in China's modernization governance,the social organization has realized the importance of urban environmental governance and played a key role in urban environmental governance.Therefore,in order to solve the problems of urban environmental governance in China,it is necessary to deepen the discussion on the cooperation between government and social organizations in urban environmental governance.Through the literature review of the cooperation between government and social organizations in environmental governance at home and abroad,the author explains the significance of the cooperation between government and social organizations in urban environmental governance with the help of systematic analysis,theory and empirical analysis.Based on the actual situation of our country,this paper sums up the problems such as the unequal status of the cooperation between the government and social organizations,the lack of diversity of ways of cooperation,the imperfect content of cooperation,and the lack of trust environment of the cooperation between the government and social organizations.The main reasons for these problems are that the concept of cooperation between government and social organizations in urban environmental governance is not clear,the legal system of cooperation between government and social organizations is not perfect,the transformation of government functions is not in place,and the capacity building of social organizations is backward.On the basis of detailed analysis of the above problems and reasons,the author clearly put forward specific cooperation governance concept,support the development of social organizations,strengthening the government and social organizations in urban environmental governance system construction,farther transform government functions,the innovation of urban environmental governance in the way of cooperation between the government and social organizations,strengthening the construction of urban environment governance in social organization ability and so on several big countermeasures.
