Analysis And Optimization Of The Relationship Between The Main Body Of The County Public Governance In The Perspective Of The Theory Of Good Governance

Better governance in counties makes a better country.Improving public governance level in counties has a direct bearing on the welfare of common people and the stability in grassroots units.Moreover,it has a basic,strategic and?effect on propelling high level political reformation and social management innovation,achieving national long term stability.However,improving public governance level can't do without the cooperation and complementation of multiple governance bodies.?The state of the relationship among public governance has a direct bearing on the efficiency of public governance implementation.With the constant optimization in political civilization,self-innovation ingovernment department and wide participation,cooperation among public governance and better relationship of the bodies constantly enhance governance level,laying a foundation for stable economical and political development in grassroots.On the other hand,besides cooperation and complementation and game and balance,the relationship among public governance gradually worsens,causing an increasing complicated,even sharpened,relationship among governance bodies.So it is confronted with many problems and concerns.The situation is not optimistic.It has always been the Party committee government'goal to enhance the scientific level and efficiency of public governance by optimizing the relationship of the public governance bodies and improving the inside and outside condition of public governance.Although the central government requires Party committee leadership,governmen responsibility,nongovernmental support and public participation,it is far from being met in terms of counties' real situation.most counties in China still remain just talking about it without any actions despite the idea of multiple governance increasingly deepens.Governance is just government's business under the case of government dominance.Without strong evaluation and inspiration mechanism and supervision system,governance in counties can't be driven to put the interest of groups like citizen in the first place andguarantee the rights of other interest-related bodies.It is certain that there will be not only complementary cooperation and game playing balance among public governance bodies in counties during governing but also friction and conflict.To reduce friction and improve governance level,every governance body can achieve a benign condition from conflict and confrontation to cooperation and game playing by reshaping andoptimizing the relationship of public governance bodies.As long as the cooperation and game playing can be realized,the whole county will be in a condition where each exhausts ability,each gets what he needs and lives harmony.Therefore,the author proposes that improving public governance level and governance efficiency and reducing internal friction can be achieved by breaking the severe and lingering illness of public governance interest-related bodies and reshape the relationship among public governance bodies in counties and optimize internal and external condition.The research focuses first on clarifying the meaning of the relationship of public governance bodies by explaining the conception of the relationship of public governance bodies.Then it demonstrates the evolution of the relationof public governance bodies in counties of China by following the change of public governance bodies.Meanwhile it classifies the public governance bodies into official body,semi official body and non-official body,and explains in detail about the ideal and factual relation of complementarycooperation and game playing balance among the three bodies.In the end,the article interprets the real condition of public governance bodies relation in counties under the pressure of economical transformation after deeply analyzing the condition of D county in east Hubei province.And it takes D county as an example to get the introspection and reference for reshaping and optimizing the relation of public governance bodies.
