Production safety accidents disaster emergency management is the main field of PublicManagement Research, have great significance for the development of regional economyand society. The production safety theory, theory of accident and emergency managementtheory constitutes the ideological foundation and analytical framework of the emergencymanagement system.Firstly, based on the analysis in the literature, through the analysis of accidentcausation theory and the theory of emergency management, combined with comparativeanalysis of the emergency management system in domestic and abroad, summarizes theiradvanced experience and shortcomings, provide a theoretical tool and the comparisonobject for production safety emergency management system of Binhai New Area.Secondly, this paper focus on the analysis of production safety emergencymanagement present situation of Tianjin Binhai New Area, now and in the future may leadto major hazard accidents and risk factors; application of "vulnerability analysis" method tostudy hazardous chemical accident. Focus on the analysis of hazardous chemical companyand other high-risk industry accident, and further identified the Current situation anddeficiency of the Binhai New Area of production safety emergency management system,Pointed out effectiveness and shortcoming.Finally, in the emergency management system of production safety in Binhai NewArea improvement process, this paper introduced the "scene-response" thought inemergency planning, introduced "vulnerability analysis" method in emergency preparation,Through the optimization of emergency management whole process, including theemergency planning, emergency preparedness, emergency response and restoration,propose specific ideals and countermeasures of strengthening Binhai New Area productionsafety emergency management.
