Research On Emergency Management Of Accident And Disaster Of County Government

The fourth and fifth plenary sessions of the 19 th CPC Central Committee put forward new requirements and objectives for grass-roots management.As the basic management unit of the country,the management effect of the county government will affect the great state management situation directly.It is of great significance to match the reality of county government emergency management with the national advanced management concept and explore an effective paradigm suitable for county government emergency management in China.At the beginning of 2021,a major explosion accident occurred in Hushan gold mine,Qixia City,Shandong Province,revealing that the county government has insufficient management in emergency preparedness,identification and evaluation of accidents and disasters.This paper analyzes the explosion accident of Hushan gold minedeeply,starting from the emergency design of "one case,three systems",and analyzes the problems existing in the emergency management of accident and disaster of county government.This paper studies the management paradigm with county administrative divisions as the geographical space,accidents and disasters as the foothold of specific emergencies,and the improvement of emergency management ability as the research focus,so as to provide a useful reference for other levels of governments in the emergency management of similar emergencies.First of all,I describe the basic concepts of accident disaster and county government.According to the policies and guidelines of China’s emergency management.Using the method of literature analysis,I rewrite the theoretical framework of accident and disaster emergency management of county government,under the theory of emergency management and collaborative governance.Secondly,I use the case analysis method for analysis.In this paper,the case is restored according to the time of the accident,and the development of accountability is sorted out.The explosion accident of Hushan gold mine is deeply analyzed to clarify the problems existing in the disposal of explosion accidents by the county government.Summarize the current situation of emergency management of county governments,including the false use of emergency plans,unclear rationalization of emergency system,insufficient toughness of emergency mechanism and unclear boundary of emergency legal system.Through the chart study of some emergency management projects from 2016 to 2020,I analyzed the results of emergency management,fed back the results of national emergency management,affirmed China’s modern management policy and strengthened the confidence of county governments in promoting the modernization of emergency management.I analyze the common problems existing in county governments.The emergency plans include failure to prepare,weak foundation of emergency system,ineffective operation of emergency mechanism,and poor prognosis of emergency rule of law.I summarize the internal and external reasons for the problems of emergency management of county governments,and face up to the lack of emergency management from the source.Finally,My article is based on mitrov’s five paragraph theory.According to the characteristics of county emergency management in China,take the incubation period,germination period,outbreak period,buffer period and later period of disaster as the time points,and accurately the specific emergency management focus at each time point.In the management process,it can combine the subject co governance,mode coordination and so on.It is a beneficial attempt to improve the emergency management capacity of county governments.Create a new management situation of common construction,common governance and common enjoyment.We should improve the new pattern of emergency management in the new era.
