As a "soft" policy, the social welfare policy, such as social endowmentpolicy, has its particularity: First, as a pure expenditure-based policy, thelimited financial resources will constitute the biggest obstacle to itssuccessful implementation; Secondly, compared to economic development,family planning, social security and other “hard” policies, it ranks relativelylow in the policy priority sequence, although much attention is paid onpeople’s livelihood nowadays; again, the objectives of social pensionservice system is comparatively vague, and it’s difficult to quantify theservice, thereby reducing the possibility of its comprehensive assessment;Finally, in the context of social welfare socialization, the provision of socialwelfare tends to diversify, strengthening the impact on the traditionalservice delivery system, it’s the key to effective implementation socialwelfare policy to coordinate government-market-society relations.Based on the empirical analysis, this paper takes social endowmentpolicy as an example, summarized the four basic strategies that current localgovernment use to implement social welfare policies. First, pension, old agesubsidies and other benefits are made directly linked to householdregistration in order to avoid fiscal crisis caused by population flow.Through this kind of "policy exclusion" contribute to maintain the country’spension system stable and in order, it brings social injustice. The second is toconcentrate recourses on one or two “highlight project ", in order to strivefor higher funding as possible. It is the inevitable result of the existingadministrative system. Third, the pension services are supplied by combingit with Community Party Building. Fourth, socializing the social welfare.Although the above four strategies have some flaws, but they togethersuccessfully help provide social welfare, so policy makers and implementers can learn a lot from them.
