The Research Of Emergency Management Of Public Health Emergencies In Suifenhe Port

Suifenhe is located in the Sino-Russian border. Since that in recent years theoutbreak of viral hepatitis A, polio, measles, tuberculosis and other epidemics inthe Far East areas of Russian, Suifenhe Port is facing severe public healthsecurity situation. In this context, it is particularly important to discuss how toprotect public health security of Suifenhe port and how to effectively respond topublic health emergencies in Suifenhe port. Dealing with public healthemergencies is an important work content of the port inspection and quarantinedepartments. In recent years, Suifenhe port inspection and quarantinedepartments have dealt with the atypical pneumonia, highly pathogenic avianinfluenza, H1N1and other influenza epidemic, etc.The writer collected amount of literature materials of dealing with publichealth emergencies by Suifenhe port. Through referring to self work experienceand deep research, the writer found that, emergency management of public healthemergencies established and optimized in actual combat, however, there are stillmany shortcomings to be improved, such as the emergency plan system is notgood enough: the amendment of emergency plan is not timely, emergency drillsare inadequate; emergency management system construction is not perfect:mainly is that emergency command system is not strong, and the lack ofauthority and lack of contingency workforce successor force; emergencymanagement mechanisms is not in good development, mainly caused by th atmonitoring and early warning mechanisms are not sensitive enough, materialsecurity and support system is not enough, joint prevention and controlmechanism is not stable and deep enough, the cooperation with Russia in healthand quarantine agencies is slow, and lack of public emergency education, etc. Allthese issues must be resolved.This paper, by referring to the knowledge of history, law, publicadministration and preventive medicine, and using methods of literature analysisand case studies, comprehensively analyzes and evaluates the advancedexperience of foreign countries, combines with overview of cooperation betweenChina and Russia, the situations of inspection and quarantine departments evolution, the health and quarantine status of the port, and core capacity buildingof Suifenhe Port, gives an account of actual cases such as atypical pneumonia,highly pathogenic avian influenza and H1N1, does systematic in-depth studyabout the status, problems and reasons of emergency management of publichealth emergencies in Suifenhe Port, gives detailed suggestions to improveemergency management of public health emergencies. The measures we shouldtake are as the following three aspects:(1) improve the emergency plan system:mainly to improve the quality of emergency plan and conduct large-scalecomprehensive emergency drills cross-border;(2) improve the emergencymanagement system: to establish a strong and accessible command structure anda talent team full of strong comprehensive capability;(3) improve emergencymanagement mechanisms： to improve the monitoring and early warningmechanisms, to improve material guarantee system, to strengthen the mechanismfor joint prevention and control, expand the cooperation with health andquarantine departments of Russia, and carry out emergency education.
