| Voluntary service has become an effective approach for citizens in some developedcountries in Europe and U. S. to participate in social public affairs, serving the society,training themselves and realizing personal values. New York is the model internationalvoluntary service. In2009, Maguel (Magil), New York mayor, launched “New YorkService Plan†to persistently motivate citizens’ volunteer spirit, aiming to make New Yorkan easiest city “to become volunteers†in the United States. At the same year, afterVolunteer Service Regulations of Tangshan City was passed in the15thconference of theStanding Committee of the National People’s Congress of Tangshan City, urban volunteerregistration rate reached10percent. Yet volunteer service awareness in Tangshan City hasnot been internalized into citizens’ conscientious actions and volunteer service in TangshanCity has not entered the mature period.The present paper, with the help of documents, interviews, etc., summarizes thepractice in Europe and the United States: bringing volunteer service into nationalgovernment’s macro-regulation and strengthening and perfecting motivation systems byway of legislation, policies and systems, paying emphasis on volunteer awareness trainingwith students’ education as the basis, attaching importance to volunteer service withgovernment support, guaranteeing volunteers’ rights and interests laws and regulations,promoting volunteer service with social recognition and perfecting motivation systemconstruction with rules and regulations, and highlights the enlightenment of foreignvolunteers’ motivation to us through comparing and analyzing volunteer motivationmechanism at home and abroad: humanization of motivation, projectization of governmentmotivation, socialization of motivation capital, etc. In view of the current insufficientvolunteer work training, respect for volunteers, motivation, volunteer project recognition,the paper suggests starting with improving and perfecting volunteer’ motivation policiesand proposes some solutions for Tangshan City volunteer motivation countermeasures:training volunteer awareness, awarding volunteer projects and recognizing volunteerbehaviors. |
