The Public Participation The Implementation Of National Project In Ethnic Communities

The development of ethnic minorities in the border regions are increasingly attention, the country takes the ethnic communities and minorities to development opportunity by the national project for the implementation of border areas through a series of policies and actions to support,like "Develop Border Areas and Improve the Lives of the People" and "Supporting Population Less Nationalities Development Plan". In this case, the minority as the main body of the ethnic community whether can truly participate in the development process,whether can become the beneficiaries of national project, how are they evaluation for the project and whether the project meets the needs of minority development, which fundamentally is affecting the national project success.This paper summarizes the implementation of ethnic communities in various national projects and takes Xinjiang Emin County Kazakh village---a multi-ethnic community as the research object by the method of in-depth interview through field investigation work. From participatory development point of view, it generalizes and analyses national community people national project implementation in the factors of influence and the degree of public participation. National projects bring different degrees of change to ethnic communities in infrastructure construction, cultural construction, economic development, however,in the course of the investigation, I deeply feel the contradiction between people lose "Discourse" of expectations and the reality of development and national projects, the public don’t really participate in the development of the ethnic community, has not become the real beneficiaries of the national projects, which cause a national projects did not achieve the desired results. Therefore, whether the people involved becomes a key factor in the success or failure in the implementation and management of national projects. Finally, I think that to achieve ethnic community national project truly become a minority project, it ensures that people have the power to participate in the project, meanwhile continuously improve the ability of public participation. From ethnic minority’s traditional culture as a starting point, establishment of endogenous development projects really realize the development of the ethnic community and ethnic minorities.
