Research On Risk Management Of Urban Communities In China From The Perspective Of Participatory Governance

The report to the 19 th national congress of the communist party of China(CPC)stresses the need to "strengthen and innovate social governance and build a social governance pattern featuring joint contribution,Shared governance and Shared benefits".Therefore,how to improve the sense of security of community residents and what governance model to adopt to improve the quality and efficiency of community risk governance has become an important issue to be solved urgently in China.This paper in the perspective of "participatory governance",guided by the party,government,enterprises,social organizations and community residents,such as multivariate main body participation,interconnection and sharing resources to build trust,exchanging the information on risk,interactive,timely adjustment of the target system of urban community governance risk,realize the whole society,all-round,the whole process,all the media and the participation of the common governance of linkage effect and decision-making.It has certain theoretical and practical significance to promote the improvement of risk management ability of urban communities in China and innovate the risk management path of urban communities in China.This paper takes the urban community risk governance as the research object,and systematically analyzes and studies the urban community risk governance in China from the perspective of participatory governance.Firstly,this paper puts forward the basic idea of one-core complementation,network construction,complementation interaction and mechanism selection to deal with the participatory governance of urban communityrisks in China,and attempts to use SWOT analysis to analyze the advantages of this idea.Secondly,the author explores some practical problems in the risk management of urban communities in China,such as unbalanced participation of the main body,unclear boundary of rights and responsibilities,smooths information communication,imperfect rule of law construction and insufficient technical support,and analyzes the underlying causes.Third,through the selection of chengdu chenghua district in the epidemic risk prevention and control of the implementation of the "great linkage of micro-governance+ epidemic prevention and control participatory governance mechanism",empirical analysis,summed up its community risk governance experience,empirical enlightenment.Finally,the paper puts forward the path to improve the risk participatory governance of urban communities in China,in order to achieve the goal of "good governance" of urban community risk governance.
